SufftARY OF MEETING HELD ON MAY 3.1977 TO DISCUSS DIABLO CANYON SEISMIC DESIGN We met with the applicant on May 3, 1977, to discuss Diablo Canyon Seismic Design. A list of attendees is provided in the enclosure.

BACKGROUND Diablo Canyon had originally been designed to withstand an earthquake with a horizontal ground acceleration of 0.4g, based on the geological investigations that had been conducted in connection with the construction permit review. During the operating license review, which was in progress.

we had requested that PG&E reevaluate the plant's seismic capabilities to determine what modifications might be necessary tu ensure that the plant could withstand a more severe earthquake with a horizontal ground 6

acceleration of.0.75g, based on newer geological information. PG&E was':

performing such a reanalysis.

Completion of the reanalysis was expected to form the basis for PG&E's application for a full term operating license.

Recently, the alternate possibility of using a probability study and other infomation to justify an interim operating license had been discussed.

In a letter dated March 13,1977, to the Chairman of the California Energy Resources Conservation and Development Comission, the NRC staff had outlined the material that the staff believed would i>e necessary to justify an interim operating license that would allow plant operation while the seismic reevaluation was.being completed. The staff's outline had been as follows:

This information should include all available results of the seismic reassessment program, supported by:

(a) a realistic assessment of the probability of large earthquakes in the site environs and the probability of the plant to withstand such earthquakes without failures of structures and equipment sufficient to lead to unacceptable radiological consequences to the public:

(b) a cosmitment to make any changes to the design determined to be necessary on the basis of the continuing seismic reassessment program; and (c) an evaluation of the practicality of making the needed changes to a plant which has been in operation during the term of the interim license.

In a letter dated April 11,1977, PG8E had indicated that it intended to apply for such an interim operating license.

DISCUSSION The purpose of the meeting was to discuss further details concerning the material outlined above. The principal points made during the discussion y

are sunnarized below:

(1) We discussed the demonstration of the need to consider such an I

action. We indicated that the NRC staff would want to review the details of the electric power supply situation and we believed that the Advisory Connittee on Reactor Safeguards would want to review these details also. PG&E intended to provide such information. We considered it necessary that the staff review these details to determine whether our consideration of the alternate interim license 4

approach was justified by an unusual shortage of power. However, if, in the and, the other information should demonstrate an acceptable level of plant safety, which would be necessary before the staff could make a favorable reconnendation of the forthcoming interin license application, then it was not clear that the power supply details would any longer be essential to justify an interim license.

JUN 2 8 577 (2) We discussed the probability studies that would be a necessary part of any demonstration of an acceptable level of plant safety during the term of an interim operating license. Ne indicated that PG&E's submittals would have to aidress the peobability that the plant cculd withstand large earthquakes without failures that would lead to unacceptable releases in addition to addressing the probability of large earthquake occurring at the plant site.

(3) Wkt[h' reganf to public hearings, we indicated that, in the staff's view, it would be necessary to litigate all of the non-seismic safety contentions as well as the showing on scismic safety prio,r to a decision on an interim operating license. PG&E agreed with this view.

(4) We discussed <the question of whether or not the forthcoming appli-cation for an interim operating license would constitute a request for an exemption from (or an exception to) the requirements of the NRC regulations. No conclusions were reached. We agreed to discuss the matter again at a future meeting.
