GSB PLAN TO ADDRESS THE PROPOSED LICENSE C0t3DITinN FOR DIABLO CA!!Y0tt Based on the direction provided by the Comission, the Geosciences Pranch has developed a plan to develop a license condition and supporting documentation for the Diablo Canyon license.

The Comission approved by a 4 to I vote the following introduction to the license condition:

PGAE shall develep and implement a State-of-the-Art Program to revalidate the seismic design bases used for Diablo Canyon. PG&E shall submit for NRC staff review and approval the proposed Progran 6

Plan and proposed schedule for implementation by.1anuary 30, 1985.

The program shall be corpleted and final report submitted to the NPC by.luly 1, 1988.

The Cemission also directed the staff to draf t a more detailed progran, met.t with ACRS, the litility and Contractors as necessary and be prepared to p.cet agair with the Comission at a later date to finalize specific elrments of the proposed pr< gram.

He have established a group (consisting of S. Brocoum, L. Reiter, R.

Pctfullen and R. Rothman from GSB, and D. Gupta and H. Polk from SGER) to orepare a nore detailed proposed license condition along with supporting documentation. We have asked Duke Wheeler to arrange for meeting as soon as reasonably possible with the Diablo Canycn ACRS subccmittee so we can obtain their coments.

It nav be recessary to meet with the utility first to davelop a program to provide the ACRS because e' +ba reed for tire to schedule the meetings, lipon completion of these interactions we will provide to DL nur proposed detailed license conditions which will be provided to ACRS for review.

Ilpen rocniving ACPS's letter we would be ready to naet with the Comission for their vote. We estinate that thir, effort will take about 17 weeks unless earlier scheduling c' /CRS nentings can be arranned.

Pecause the prnonsed license conditien subelenents certain probabilistic considerations as well as site and building effects, I will plan to solicit the assistance of RRAB and SGEB in davoloping the final
