Dear Dr. Stepp:

In December of 1977, staff members of the California Division of Mines and Geology determined that a 1922 structural geologic map gggggg of California showed a fault extending across the entire peninsula north of San Luis Obispo Bay and south of Point Buchon.

Mapping within the last decade had indicated a fault (the San Miguelito fault), extending along the southern portion of the peninsula, which might be coincident with the structure illustrated as tra-vprsing the entire peninsula in the 1922 map.

Subsequent evalua-tion of aerial photography and available geological literature indicated that it would be necessary to do brief geologic mapping in this area in order to determine the possible significance of the San Miguelito fault beyond its established geologic extent.

Further extension of the San Miguelito fault could have design implications for the Diablo Canyon reactors.

Since no other parties had undertaken this clarification, the California Division of Mines and Geology began mapping in early April 1978.

This preliminary work is completed and has revealed no evidence for extension of the San Miguelito fault beyond the delineation mapped during the last decade.

In the process of examining several seacliff exposures during this investigation, however, the Division of Mines and Geology has observed two possible areas of offset of modest dimensions.

These are situated about 14,500 and 14,000 feet north along the coast from the reactors.

We conclude that these structures should be observed and evaluated by staff of the Nuclear Regulatory Com-mission and this matter is being brought to your attention by this letter.

RESULTS OF STAFF INTERVIEW 8 REGARDING DIABLO CANYON REVIEW REQUESTED BY DEPARTMENT OF JUSTICE As requested in the May 8,1978 letter from the Department of Justice (DOJ) to you, the principal staff personnel associated with the Diablo Canyon licensing review during the 1972-1973 period were questioned. Fred Herr of your office was presortt for the questioning of the staff geologists responsible for the seismic review of Diablo lillEii$

Canyon during and subsequent to that time period. Enclosed is a list-ing of these individuals and others questioned and their relationship to the Diablo Canyon licenaing review.

None of the individuals questioned could recollect any meeting held in late 1972 attended by representatives of the Atomic Energy Comunission at whidb the initial evidence of the "Hosgri Fault" was discussed. One indiv.

, Renner Hofmann, did recall hearing recently that Hoskins and Griffith made a slide presentation in 1%9 before the American Society of Petroleum Geologists which provided base and boundary in-formation on the fault in a format similar to that published in their paper in January 1971. The presentation was attended by Holly Wagner, USGS, and D. H. Hamilton, Earth Scientists Associates (PG4E's Consultant).

This information was provided by Hamilton who also stated that no evidence was presented which showed the fault to be capable.

j During the course of preparing for the interviews, one member of the l

staff contacted Elmer Baltz, USGS, to ask his recollections. Other than that call, no contact with the USGS has been made regarding the DOJ request.

As a final check, another file search of the Diablo Canyon docket for h

indicate that such a meeting ever took place.

Our investigation in the referenced matter has gpsy raised the possibility, although unsubstantiated, that a meeting or meetings may have been held in late-1972 attended by representatives of the Atomic Energy Commission and/or the United States Geological Survey at which the initial evidence of the "Hosgri Fault" may have been discussed.

I have not seen any suggestion of such a meeting in the documents you earlier forwarded to me; to the contrary, it is my. impression that AEC did not know of offshore faulting within five (5) miles of the plant site until the filing in July, 1973 of the geology data by PG&E in the FSAR.

I would appreciate it if you would ask the knowledgeable staff

personnel whether such a meeting or meetings were held, and if they were, what was disclosed as to the Hosgri Fault.

In view of the statute of limitations, I ask you to expedite this matter.
