Background===
One of the possible hazards associated with the storage of nuclear fuels in the fuels handling buildings is the seismically NN8Nb induced failure of the cut earth slope above these buildings and the resulting damage to these build'ings caused by the slope debris.
. The seismic stability of this slope was calculated by the applicant and the results are available in reference 1.
The applicant's work was l
reviewed in detail and the conclusions of this review are available in Appendix C of reference 2.
The earthquake assumed for the stability analysis had a peak horizontal acceleration of 0.4g in the base rock

and a duration of about 20 seconds (see plate 15 of reference 1).

..In connection with the forthcoming submittal, PG&E had been discussing the shape of the ground response spectrum (item (3) above):vith its F,
consultant, John Blume. Acceptability of the spectral shape-to the staff would be among the considerations in selecting a spectral shape. Previous i
staff questions to PG&E had implied that a narrow spectrum, such as a Parkfield-5 of Castaic earthquake spectrum, would be appropriate for the Hongri Fault. However, PG&E and John Blume were also considering a broad spectrum similar to the spectrum given in Regulatory Guide 1.60.
Such a broad spectrum could be obtained by enveloping or averaging appropriate specific narrow spectra from the Parkfield-5, Castaic and several'other earthquakes.
