2.2 SCOPE The scope of this Instruction shall include all structural /

3.0 INSTRUCTION 3.1 MATERIAL STORAGE j

The QC Ins pecto r shall perfo m random surveillance over storage and control of materials in the structural / misc-ellaneous steel shop area to assure proper storage and control of materials in accordance with Reference 1-C and I

as follows:

Safety-related material for itens requiring traceability

through installation shall be segregated from other materials and shall be identified by heat number at all l

times.

The QC Inspector shall verify that segregation and heat ~

l 1.D. is maintained as material is drawn from storage j

while perfoming storage surveillance.

i 3.2 MATERIAL ISSUANCE AND TRACEABILITY Upon issuance of material, the QC Inspector shall verify that the material is correct per fabrication drawing and traceability is maintained in accordance with Reference 1-D.

3.5 STUD WELDING Stud welding shall be inspected in acconf a nce wi th Reference 1-E, Paragraph 3.3.2.

3.6 BOLT THREADING l

The QC Ins pector shall review the detailed info ma tion drawing to determine the applicable pitch diameter range to be bolted in accordance with Attachment 4.

l NOTE:

Threads shall be Unified Standard Class 2A external and Class 2B internal, per Attachment 4.

The first and last bolts threaded shall be checked for pitch diameter accuracy and as a minimum, at least ten percent (10%) of the bolts threaded shall be checked using the

(

screw thread micrometer, wire gages or outside micrometers.

t If any of the bolt threads checked do not confom to the speci fied tole rances, an additional ten pe rcent (10%) of the bolts shall be checked.

If any bolts threads of the second ten percent (10%) do not confom to the specified tolerances, one hundred percent (100%) of the remaining shall be scrapped.

The QC Engineer / Inspector shall document the serial ntsnber and calibration due date of the M&TE used to check the bol t threads during the bolt threading operation on.

3.7 BOLTED CONNECTIONS The QC Inspector, when inspecting bolted connections, shall visually inspect for the following:

a.

Bolts are the correct length as indicated by having the bolts flush with, or outside of, the face of the nut when co,pletely installed.

b.

Turning elements are on the correct face.

c.

Washers are used when required.

NOTE:

For long slotted holes, structural plate l

washers or a continuous ba r not less than 5/16" thick are required to cover long slots that are in the outer plies of joints, d.

Bolt heads and nuts shall rest. squarely against the metal or washer.

e.

Where bolts are used on surfaces having slopes greater than 1-ir.-20 wi th a plane normal to the bolt axis, beveled washers shall be provided to give full bearing I

to the head or nut.

f.

Threaded bol ts on friction-type connections shall be tightened with properly calibrated wrenches or by tu rn-of-nut method.

Threaded bol ts on bearing-type I

connections shall be tightened snug tight to prevent the nuts frora loosening and falling of f accidentally.

These requirements shall prevail unless otherwise noted on Engineering drawings.

NOTE:

High strength steel bolts for bearing connections may be installed as a minimum i

snug tight.

g.

When " Turn-of-nut" method is used for bolt tightening, the impact wrench or other pneumatic device does not require calibration.

Howeve r, the device shall be of adequate capacity and sufficiently supplied with air to perfo nn the requi red tightening of each bolt in approximately ten seconds.

When this method is used.

1.

All bolts in each joint shall first be brought to a " snug tight" condition (snug tight is defined as f

the tightness attained by a few impacts of an l

impact wrench or the full effort of a man using an ordinary spud wrench).

2.

All the nuts shall then be match-marked using an approved industrial ma rke r, i.e.: Nissen; which has certified contents.

3.

All the bolts in the joint shall then be tightened by the applicable amount of nut rotation specified in Attachment 2.

4.

Tightening shall progress systematically from the most rigid part of the joint to its freest edges.

l 5.

There shall be no rotation during tightening of the part not turned by the wrench.

6.

The end of all bolts shall be marked with the industrial marker when required nut rotation has g

been attained.

h.

When using the

" Calibrated Wrench" me thod fo r tightening bolts, the following steps will be followed by construction:

l 1.

Impact wrench shall be calibrated prior to use i

each morning and afternoon for each adjusted j

tension setting.

2.

Impact wrenches shall be recalibrated at any time l

significant changes are made in the equipment;

)

i.e., air hose length changed by more than 200 l

feet or a significant difference is noted in the condition of the bolts, nuts, or washers.

3.

By use of Bolt-Tension Calibrator adjust impact wrench until 3 consecutive bolts are tightened to required tension; (See Attachment 3 for required tension).

4.

Use new bolt and nut each time the calibrator is used, i.e., 3 bolts tightened require 3 new bolts l

and nuts; if a washer is to be used in the structure, then a washer shall also be used when j

calibrating the impact wrench.

When seve ral bolts are installed in a single joint, the impact wrench shall be returned to

" touch-up" bolts previously tigh tened to assure l

that any bolts which may have been loosened by the i

tightening of subsequent bolts are tightened to the prescribed amount.

When Richmond inserts are used, thread engagement into the insert shall be at least 2 X the bolt diameter +

1/ 8".

When field connections are to be made by use of A325 or A490 bolts and tightened with a calibrated torque wrench, a hardened flat washer shall be used under the turned element and shall be tightened as follows:

A490 and Galvanized A325 bolts shall not be reused. Other l

A325 bolts may be reused if approved by Engineering.

Retightening previously tightened bolts which nay have been loosened by the tightening of adjacent bolts shall not be considered as a reuse.

ASTM A-449 bolts may be substi tuted for A-325 bolts.

3.8 H0LES All holes in structural steel shall be punched or drilled.

No holes shall be made or enla rged by burning without approval by designer.

3.9 STRAIGHTENING 0F DEFORMED MEMBERS Members which are distorted from welding may be straightened by mechanical means or by application of localized heat.

In the event that heat is used, QC shall verify that the temperature does not exceed 1100* F for quenched and tempered steels.

Temperature detemination shall be made using temperature indicating crayons or pyrometers.

3.10 FINAL INSPECTION 2

3.11 DOCUMENTATION Inspections shall be doctr,ented and processed in accordance with Reference 1-F or Reference 1-H, as applicable, and the op era tion travelces @all be maintained in accordance with Reference 1-H.

The final documentation package (IR, NDE l

reports, Stud Welding Qualification Record, as applicable) shall be forwarded to the Permanent Plant Recordi Vault for retention.

Discrepancies found during surveillances or inspection which i

can be corrected in accordance with existing construction processes (clean-up and minor rework) shall be reported on i

an Unsatisfactory IR.

The IR shall be processed per Reference 1-F.

The traveler and the support package (drawings, design changes, etc.) shall then be returned to construction for rework as needed.

When the discrepant i

areas have been corrected, the craf t foreman will submit the package to QC for reinspection.

If acceptable, the l

inspector shall sign and date the traveler, and close the IR in accordance with Reference 1-F.

3.12 DISCREPANCIES Discrepancies and nonconfomances identified during inspection activities shall be documented and reported on I

i an IR (Attachment 1) and/or an NCR per References 1-F i

and 1-G respectively, as directed by the QA/QC Supervisor.
