7.1 The Emergency Coordinator will evaluate conditions to determine actions to be taken.

7.2 If an emergency event is declared, the Security Guard will i

make announcements detailing conditions as directed by the l

Emergency Coordinator.

7.3 The Site Emergency Response Organization will assume standby status and act on instructions from the Emergency Coordinator.

i 7.4 Evacuation of the plant (partial or complete) will be per instructions of the Emergency Coordinator.

7.5 The Emergency Coordinator will decide on classification of an event (or not) based on the guidelines in sections 7.11, 7.12 and 7.13.

7.6 When an event is classified an ALERT or SITE AREA emergency:

SC-DHEC, Nuclear Emergency Planning Section, must be notified within 15 minutes of classification; i

Richland County Department of Emergency Services must be notified immediately after SC-DHEC is notified; US-NRC must be notified immediately after the state and county are notified, and in any case within one hour of event classification.

7.7 An event should be reclascified if parameters noted in

sections 7.11, 7.12 or 7.13 should improve or deteriorate.

7.8 ALERT and SITE AREA emergencies require that the Emergency Director and Emergency Staff convene in the Emergency Operations Center (EOC) for resolution of the situation.

7.9 If an ALERT or SITE AREA emergency occurs on back shift or during non-routine working hours, manning the EOC may not be practical as the Emergency Director and Coordinator may be one in the same.

7.10 Various outside organizations (Fire Department, Sheriff, EMS, DOT, et.al.) may be called to render assistance regardless of the event category.

Any accident or minor emergency situation causing deviation from nonnal operations which can be managed within the confines of the plant and/or site.

CONTROL of the situation can be achieved in <15 minutes (<24 hours for powder / liquid spill);

no threat to the environment; no off-site release, consequence or response; partial or total mobilization of the Emergency Response Organization (ERO).
