SUBJECT:

HANDLING OF ALLEGATIONS An incident occurred some time ago in which an NRC employee, accused of miscor. duct, was advised of an allegation directly several weeks before OIA was notified. The employee,-then went on to initiate a regional inquiry into the incident.

OIA has expressed concern that such action is inappropriate. While I believe this was an isolated and unique instance, I caution you to be careful to consult with/ notify OIA promptly and before advising NRC persons involved in an allegation regarding waste, fraud, corruption and diversion of NRC assets.

Obviously, management will need to gather' sufficient information to detcrmine whether a referral'to OIA is necessary, but personnel involved in an allegation should not be directly involved in the inquiry.

NRR should incorporate these instructions to the extent appropriate in.the l

next revision of instructions on allegations.
