HIGHLIGHTS OF WEEKLY INFORMATION REPORT WEEK ENDING SEPTEMBER 2, 1988 Peach Bottom The Comonwealth of Pennsylvania filed a Petition with the Third US i,ircuit Court of Appeals on August 21, 1988 concerning the amendment to the Peach Botton Tecinical Specification organizational structure issued on June 22, 1988.
The Petition requests the Court to reverse the amendment and romand the proceedings so that the NRC would hold hearings on the Comonwealth's objection prior to 1ssuance of the amendments. The staff issued the license amendment in conjunction with a Final Finding of No Significant Hazards Consideration.
Pursuant to 10 CFR 50.92, under such circumstances hearings on the issues could still be held after the issuance of the amendments. This aspect of the Comission's regulations was noted in the license amendments' safety evaluation.
however it appears that the Comonwealth has elected other options.
Sabcock and Wilcox. Naval Nuclear Fuel Division Lynchburg. VA On August 24, 1988, an IMNS staff member attended an Enforcement Conference with B&W. The Conference, conducted by the Region !! staff, followed a s>ecial inspection on July 18-22, 1988, that revealed significant concerns a>out criticality safety procedures in certain operating areas. Enforcement action is pending.
DOE Coments Received on Proposed Rulemaking Concerning the Definition of High-level Waste (HLW) and Disposal of Greater-Than-Class-C Low-Level Waste DOE's coments on the proposed rule were received on August 30, 1988. The DOE has objected to the proposed rule and recomends NRC resume the effort to develop a risk-based definition of HLW.
Canadian Government Requests the U.S. to Consider an IAEA Review of FERMI-_2 GPA has received a copy of a letter dated August 23 from the Canadian External Affairs Minister Joe Clark to Secretary of State ?.eorge Schultz requesting the U.S. Government to consider involving the International Atomic Energy Agency (IAEA) in a review of the Femi 2 Nuclear Plant in Monroe, Michigan. The letter falls short of specifically requesting an lAEA Operational Safety Review (05 ART) of Femi-2 but does indicate that the i

Incident at Spanish Nuclear Power Plant GPA has received a copy of the official CSN report on the July 13 incident at the Almarar reactor. The report identifies the prirary cause of the incident as stress crack. corrosion.
It also lists the action taken by the CSN Com-missioners to allow the re-startup of the reactor. An unofficial translation of the report is available in GPA/IP.

. Seabrook Unit I Northeast Utilities (NU) issued a news release on August 30, 1988 announcing that they agreed to cover the costs of Mass. Municipal Wholesale Electric MMWEC, one of the Company's (MMWEC) share of Sembrook cost for three months.
Seabrook joint owners, decioed in July 1988 not to provide additional support payments to the Seabrook project. NU agreed at that time to pick up the cost until August 31, 1988. With the present NU action, MMWEC's portion will be covered and this will assure the Seabrook Project's financial viability until December,1988 b/ which time longer term arrangements are expected to be in place.
The staff is continuing monitoring developments bearing on the Applicants' ability to maintain and operate the Seabrook Station safely and, pursuant to Section 182 of the Atomic Energy Act, will require Applicants to demonstrate, prior to the commencement of low power operation, that there is reasonable assurance the Applicants possess or can cbtain the financial resources needed to maintain and operate the Seabrook Station in a manner that does not threaten the public health and safety. As part of the monitoring activities, the staff on August 11, 1988, requested the Applicants to provide additional financial information. The Applicants formally provided the information on Au5ust 31, 1988 and the review of this information is now underway.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SA.FEGUARDS Items of Interest Week Ending September 2, 1988 INDUSTRIAL, MEDICAL AND NUCLEAR SAFETY Fuel Cycle Safety Houston Lighting & Power Company On August 30, 1988, Houston Lighting & Fower Compan/ was issued Materials License No. SNM-1983 which authorizes the receipt, possession, inspection, and storage of uranium enriched in the U-235 isotope contained in unirradiated fuel assemblies. The fuel assemblies are for evratual use at the South Texas Project Electric Generating Station, Unit 2.
Babecek and Wilcox. Naval Nuclear Fuel Division Lynchburg, VA On August 24, 1988, an IMNS staff member attended an Enforcement Conference with B&W. The Conference, conducted by the Region !! staff, followed a s>ecial inspection on July 18-22, 1988, that revealed significant concerns a>out criticality safety procedures in certain operating areas.

Conclusions of NIOSH Study of Nuclear Fue) So.tvices (NFS) Employees, A find report of the HTOSH study of possible effects on kidneys from urania exposure of NFS employees, as funded by the NRC, was issued on August 23, 1988. The study was initiated following concernt expressed by officials of the Oil, Chemical and Atomic Workers laternational Union at a hearing conducted by the House %ubcomittee on Energy Con;emtion and Power or, September 18, 1986.
The Union represents about 500 heuMy *orket1 at the NFS plant in Erwin, TN.
The NIOSH fnvestigations used dairy workers fra a nearby plant as controls for the study of NFS v.orkers. The NIOSH lavostigators concluded that ' occupational exposures have not caused persistent, currently detectable urinary tract disorders in workers at 95.

These apparently reflect a regional rather than an occupational problem."
SEQUOYAH FUEL CORPORATION On August 73-25, 1988, a staff member of the Fuel Cycle Safety Branch, accompanied by(an NRC Region III inspector, visited the Sequoyah fuels Corporation's SFC) Cimarron Plant at Crescent, Oklahoma.
The NRC staff met with SFC and State officials to discuss the license amendment application The concerning the proposed on-site disposal of uranium contaminated wastes.
State officials will evalv"e the non-radiological aspects of the proposed onsite disposal of soils t staining low level of uranium contamination.

2 COMPLETION OF A TECHNICAL ASSISTANCE REQUEST FOR AN ENVIRONMENTAL ASSESSMENT REGARDING ADC0 SERVICES, INC.
ADC0 Services, Inc. (a waste broker located in Tinley Park, Illinois) was previously an NRC licensee whose license was transferred to Illinois when it became an Agreement State in June 1987. The Illinois Department of Nuclear Safety requested technical assistance with the ADC0 renewal beca m the licensee had requested an increase in both possession limit and storage time for radioactive waste operations.
In addition, Illinois recognized that if ADC0 had remained an NRC licensee, the NRC would have done the environmental assessment because the categorical exclusion in 10 CFR Part 51.22 did not apply.
In response to the Illinois request, the NMSS staff evaluated the proposed increased operations, assessed the environmental impacts, and concluded on August 30, 1988 that there was no significant impact.
HIGH-LEVEL WASTE MANAGEMENT Reynolds Electrical and Engineering Company Inc. Audit ManagementProjectOffice(WMPO)participatedasobserversoftheDOEWaste On August 22-25, 1988 the staff audit of Reynolds Electrical and Engineering Company Inc. (REEco).
REECo is a prime contractor for Nevada Nuclear Waste Site Investigation (NNWSI), providing support for subsurface,ind surface construction, drilling, and mining. The staff noted areas within the audit where improvement is needed. For example, the DOE /WMPO audit team placed soo much emphasis on arocedural compliance - Irrespective of whether or not a desired product was
)eing attained. Noneth91ess, several areas cf improvement over previous audits were also noted. The staff will document their evaluations in a fonnal report to be issued in the near future.

LOW-LEVEL WASTE MANAGEMENT Canonsburg and Burrell, PA Site Visits LLWMD staff visited Canonsburg and Burrell, PA UMTRA sites last week.
The tentative conclusion is that DOE is progressing satisfactorily with minor additions to rock erosion protection.
This site is the first site completed by DOE in their remedial action program and is expected to be licensed by NRC upon resolution of outstanding issues.

SAFEGUARDS International Interagency Coordination of Physical Protection Bilaterals Representatives from SGTR, OGC, IP, DOE, DOS, 000 and DNA met with DOE on August 29, 1988 to review program ob,iectives, criteria for selection of countries and facilities to be visited, lessons learned and operational requirements for these technical exchange visits concerning foreign physical protection. NRC (IP and SGTR) and DOE /OSS met on an earlier exchange of views on these topics on July 29, 1988. DOE has invited participating agencies to define any unique program requirements and to comment on the above topics.
Further working level meetings are being planned to pursue these matters in the near future.
Transportation Meeting on NAC LWT Shipping Cask The Transportation Branch met with Nuclear Assurance Corporation (NAC) on August 31, 1988, to discuss NAC's plans for a legal weight truck (LWT) cask. The iWT cask would be designed to transport either one PWR assembly, two BWR assemblies, or up to 15 metallic fuel rods. The cask design will i
use stainless steel for its inner and outer shells.
Radiaticn shielding will be provided by a lead gamma shield and a b0 rated ethlylene glycol / water neutrcA shield. The cask's impact limiters will be fabricated from aluminum horcyccab. An applicaticn for the NAC LWT was sutaitted on June 10, 1988.

Office for Analysis and Evaluation of Operational Data Week Ending September 2, 1988 Diagnostic Evaluation and Incident Investication Branch (DEIIB)
On SeptemLer 2, 1988, the Ferm! Diagnostic Evaluation Team completed their initial 2-week Fermi site and Detroit Edison Corporate office evaluations.
Evaluation of the information collected during the initial 2-week phase will continue at Headquarters during the week of September 6-10.
During the week of August 29-September 2, efforts continued to evaluate the Florida Power and Light response to the ENERCON Independent Management Appraisal and NRC Team evaluation reports for Turkey Point and Duke's response to the McGuire Diagnostic Evaluation Team.fforts.
Incident Response Branch (IRB)
On August 29, 30, and 31, IRB staff members met with the Idaho National Engineering Laboratory (INEL) to discuss outstanding issues, questions, and requirements for upgrades to the NRC Telecommunications System (ETS).
On August 30-31. IRB staff met with EI International to discuss software design requirements for the Emergency Response Data System (ERDS).
On August 31, IRB staff met with a working group of the Federal Radiological Emergency Response Plan to revise the Plan.
The gecup intends to modify the draft developed by the Federal Emergency Mansgement Agency to be consistent with the National System for Emergency coordination (NSEC).
On August 31, the AEOD Deputy Director and IRB Branch Chief conducted a tour and briefing of the Operations Center for Mr. Michael Laverie, Head of the French Servic) Central de Surete des Installations Nucleaires (SCSIN).
l The IRB Branch Chief and staff attindad a mooting of the Response Development Subcommittee of the intsragency Group en Energy Vulnerability which is preparing for an international allocations systems test for er + qy crises sanigement this fall.
Technical Training Center (TTC)
The TTC staff and the simulator maintenance contractor have been able to increase the number of initial conditions associated with the Babcock and Wilcox simulator from the 4 that existed at the time of simulator delivery to the NRC to a total of 11. 'These 7 new initial conditions have been custom tailored to meet specific NRC training needs.
The major changes to the reactor coolant system modeling, done prior to simulator delivery to the NRC, have required rebuilding of the initial condition inventory.
A simulator initial condition is a starting point for simulator operation under specific operating conditions and can be quickly reached through a switch lineup.

Case 5tuoy Report on service Water System Problems (AE00/C801)
The Office for Analysis and Evaluation of Operational Data has finalized a case study of operating events involving service water system failures and degradations in light water reactors from 1980 to 1987.
The final report (AE00/C801) addresses the peer review comments provided by NRR, RES, the Regions, NSAC and INPO, and contains several specific recommendations aimed at reducing the frequency and severity of service water system failures ad degradations.
The results of the comprehensive review and evaluation indicate that service water system failures and degradations are attributable to a great variety of causes and have adverse impact on a large number of safety-related systems and components which are required to mitigate reactor accidents.
Specifically, the causes of failures and degradations include various fouling mechanisms; singles failures and other design deficiencies; flooding; multiple equipment failures; personnel and procedural errors; and seismic deficiencies.
Systems and components adversely impacted by a service water system failure or degrada-tion include the component cooling water system, emergency diesel generators, emergency core cooling system pumps and heat exchangers, the residual heat removal systen, containment spray and fan coolers, control room chillers, and reactor building cooling units.
The EDO forwarded the AE00 report to the Commission on August 29, 1988, and HRR is proceeding to develop a generic letter which will incorporate AE00 recom-mendations as well as those recently proposed by Region II.

4 ITEMS'0F INTEREST OFFICE OF GOVERNMENTAL AND PUBLIC AFFAIRS WEEK ENDING SEPTEMBER 2, 1988 INTERNATIONAL PROGRAMS Foreign Visitors On Monday Dr. H. Uchida Chairman of Japan's Nuclear Safety Comission, and Dr. M. Akiyema, Ministry of International Trade and Industry, accompanied by representatives from JAERI, STA and several of Japan's utilities, met with the technical staff from NRR to discuss ABWR licensing issues.
On Tuesday Mr. Tadaaki Nomura, Japan Hckuriku Electric Power Company, met with GPA for an overview of the US nuclear power progam and responsibilities of the NRC.
On Tuesday Mr. Michel Laverte, Chief of the French Service Central de Surete des Installations (the nuclear licensing authority), in Washington to attend the NRC-hosted International Symposium on Reactor Component Aging,' met with Comissioner Rogers, Victor Stello and Tom Murley.
In his discussions, Mr. Laverte recognized the axcellent cooperation that exists between his staff and the NRC. He brought witn him a letter to reconfinn their interest in continuing to place Frerch technical experts at NRC for one-year assignments. He also extended an invitation to NRC to place an expert in France for a similar assignment opportunity.
Mr. Laverie had two technical issues to discuss. The first was to review the French experience with their 900 MWe series steam generators and tht tube plugging EdF has done due to some cracking that has been found. He inquired cs to what the U.S. experience had been with its pWR steam generators and what program of correction or replacement had been followed by NRC and the utilities. Mr. Laverie also proposed that a joint review be conducted of the similarities and difference of our reactor maintenance and inspectior, philosophies and practices.

On Tuesday Mr. Hans-Christoph Breest, International Cooperation, BMU, accompanied by Mr. Heinz Seipel, Gennan Science Counselor in Washington, D. C., visited NRC. The purpose of their visit was to:
(1) sign a Technical Appandix to the NRC/BMU regulatory r.coperation arrangement, covering work on accident management (M. Congdon signed for the NRC); (2) clarify some issues concerning Chairman Zech's up ring September v; sit to the FRG; (3) obtain some additional inforration on the recent incident at DOE's weapons production reactor.(reactorP)atSavannahRiver.
The previous day, August 29, Mr. Breest, accompanied by several participants in NRC's "Aging Conference" visited TMI.

2 On Wednesday Mr. Pierre Nagel of the Nuclear Energy Agency (NEA) Data Bank met with representatives of AE00 and GPA/IP to discuss activities of the Data Bank relating to nuclear safety and waste management. His visit was very informative and timely because of the coming NEA meetings in September of PWG-1 (Incident Reporting) and the Steering Committee. Lack of funding of Data Bank activities by the U.S. has been an issue in the NEA over the past year.
Canadian Government Requests the U.S. to Consider an IAEA Review of FERMI-2 GPA has received a copy of a letter dated August 23 from the Canadian External Affairs Miniscer Joe Clark to Secretary of State George Schultz requesting the U.S. Government to consider involving the International Atomic EnergyAgency(IAEA)inareviewoftheFermi-2NuclearPlantinMonroe, The letter falls short of specifically requesting an IAEA Michigan.
Operational Safety Review (0SART) of Femi-2 but does indicate that the Canadian Government "has suggested that the USA consider involving the IAEA in an assessment of Fermi's safety," an apparent reference to the July 25 statements by acting Prime Minister Flora MacDonald during a Parliamentary debate which was prompted by the steam leak which occurred at fermi on July 22.
In his letter, Minister Clark recognizes that any decision on whether or how to involve the IAEA is a U.S. prerogative but stresses that such involvement, or assessment by the IAEA, would do much to "assuage the current concerns among Canadian; about Fermi-2's safety and regulation." The letter referenced the openness and helpfulness of both Detroit Edison and NRC in providing information on Fermi-2 and recognized that the responsibility for nuclear safety is a national regulatory respensibility.
GPA is worxing closely with NRR to develop input to the Department of State for a response to t6e letter.

The Canadians are very interested in learning all aspects of NRC's program because the AECB is charged to establish its own cost-recovery ARM and GPA are providing advance documentation to the Canadians, system.

3 Transfer of Teletherapy Unit to Honduras GPA/IP, through the State Department, has requested the U.S. Embassy in Tegucigalpa to alert the appropriate Honduran authorities to the impending transfer t' ere, from the U.S., of a Theratron 80 teletherany unit containing 3,000 curies of cobalt-60. The unit is to be used to treat children with cancer.
With respect to this type of unit, GPA is aware of reports that (1) on occasion the power cord has worn out. (2) the timer has failed (one report),
and (3) the source has become stuck in the "on" position on two occasions.
This would not only increase exposure and risk to the patient being treated but also to the technician who vould have to regulate it.
EXPORT / IMPORT WEEKLY POINTS OF INTEREST During the week ending September 2,1988, applications for export licenses were received from:
- 1) General Electric Company for the export of 16,174 kgs of low enriched uranium as reload fuel for Tsuruga in Japan.
During the week endirig September 2,1988, licenses issued for export were received from:
- 1) Safety Light Corporation for the export of 300,000 curies of tritium to Canada for the mrmfacture of exit and safety devices.
Meeting with 00E on Physical Security Visits On August 29 NRC staff (IP, NMSS and OGC) attended an interagency meeting at DOE (Germantown) at which 00E presented a formal briefing on y oposed future arrangements for conducting the joint NRC/ Executive Branch physical security information exchange visits to countries importing NRC-licensed nuclear material. The staff was generally pleased with DOE's proposals as they accord with NRC's interests in increasing the frequency of these visits. Progress was also achieved in agreeing to improve the interagency coordination mechanisms for preparing for tha visits. The NRC representatives indicated the NRC was prepared to provide additional administrative and technical support te help assure that the proposed visit schedules can be met. The next visit is now scheduled for October to Switzerland, Belgium and Greece, with three additional visits planned for the remainder of FY 89.

4 STATE, LOCAL AND INDIAN TRIBE PROGRAMS State Requests for Observation at Nuclear Power Plants William Russell, Region I Administrator, has received requests from the New York State Liaison Officer for observation by two State agencies of all NRC activities at Nine Mile Point Unit 1.
The two agencies are the Department of Public Service and the Department of Law. Region I and SLITP staff reviewed the State requests in accordance with the proposed Commission policy on cooperation with the States. Region I responded that requests for observation of all NRC activities by the State could not be granted, but would be handled on a case-by-case basis.
A. Bert Davis, Region III Administrator, has received a recuest from the Illinois Department of Nuclear Safety (IDNS) for an indivicual to accompany NRC inspectors as an observer on a number of inspections at Illinois nuclear pnwer plants from October 1, 1988 through March 31, 1989.
This individual has recently been hired by IDNS to become its Resident Engineer at the LaSalle County Nuclear Power Station. The IDNS request for this individual to observe NRC inspections is considered part of his training and qualification program prior to assuming his responsibilities as the Resident Engineer at LaSalle. A response consistent with the proposed NRC policy on cooperation with States is being prepared by Region III and SLITP.

OFFICE OF CONSOLIDATION Items of Interest Week Ending September 2, 1980 Fire Orfil A fire drill at One White Flint North, held on September 1, tested the zone evacuation concept of fire control which will be used in future emergencies.
The evacuation was phased floor by floor, so that it extended over a half-hour period. The stairwells were not crowded, the public address system functioned properly, and the drill went according to plan.
The lieutenant from the Rockville Fire Department, which participated in the drill, told the NRC fire control center team during the post-mortem discussion session which followed the exercise that he was very satisfied with the test, the drill was well organized, and that it was his opinion that OWFN has the best fire protection system money can buy.
A draft Emergency Protection Plan, distributed to OWFN occupants last month, will be revised to reflect lessons learned during this drill, as well as coments received by the Office of Consolidation.
