Units 1 and 2 - (Reference DRL Report No. 4 to AMS, Midland Plant Unit Nos.1 & 2 dated November 12, 1970) - The Committee concurred with the proposed Staff position regarding a diverse reactor trip signal in addition to that of low reactor coolant system pressure.

133RD ACRS MEETING - MAY 6 - 8, 1971 Meeting with the Regulatory Staff Midland Interrocatories - Dr. Hanauer reported that the AS&LB has concluded 5.

H. H. E. Plaine Report on AEC_ Position Re: Midland Interrogatories -

Mr. Plaine noted that use of interrogatories as part of the pre-trial discovery process can be useful to focus on the significant issues and expedite a trial or hearing. He suggested that it appears somewhat formalized for an AEC regulatory hearing however.

Dr. Okrent noted that many of the questions requested explanation of the basis for specific staff positions (e.g., why is a pressure vcasel failure not considered the DBA) and inquired if this is an appropriate type of 6

question for the Staff and/or the ACRS to answer.

Mr. Plaine indicated that he did not feel that the ACRS should be required to discuss the basis for its positions in public.
