SUBJECT:

LIMERICK 1 OPERATING EXPERIENCE At the Commission Briefing on January 8,1985, you indicated your concern that there appears to have been more problems involving personnel errors than would be expected during the low power testing at Limerick. Mr. Denton indicated that the staff would review the operating experience for Limerick and respond to your request.

Enclosed are memoranda prepared by NRR and Region I staff which evaluate operating i

experience during the low power license period. The initial survey of experiences, performed by NRR, focused on event reports to the NRC Operations Center. This was done for purposes of comparison with other recently licensed plants. The survey indicated that the frequency of events at Limerick during start-up testing 3

was higher than expected. The Reginn I review, which has been ongoing, focuses on the more detailed Licensee Event Reports (LER) to identify root causes.

It concludes that while the number of reportable events is high, additional investi-gation demonstrates that the situation is receiving NRC and licensee management attention. Region I management met with licensee management on February 22, 1985 to discuss licensee actions, including initiation of an Operational Excellence Program and certain hardware modifications to reduce the number of reportable events. The licensee will provide, in March 1985, a written report discussing the implementation and results of their corrective actions. The staff believes that the licensee, Philadelphia Electric Company, has been responsive to NRC concerns and appropriate remedial measures are being taken.
