The Commission has issued the enclosed Amendment No.89 to Facility Operating License No. OPR-39 and Amendment No. 79 to Facility Operating License No. DPR-48 for the Zion Nuclear Power Station, Unit Nos. 1 and 2, respectively. The amendments consist of changes to the Technical Specifications in response to your application transmitted by letter dated October 19, 1984, augmented by letters dated December 20, 1984 February 14,1985, March 8,1985 and April 19, 1985.
These amendments revise the Technical Specifications limits for total nuclear peaking factor (F ) for Zion Units 1 and 2. The revised Fn is 2.32.
n The peak cladding temperature is calculated to be 2159'F. The toYa1 core hydrogen generation is less than 0.3% and the local cladding oxidation is l
6.94% for the limiting break. These values are within the required limits l
as specified in 10 CFR 50.46. The revised ECCS analysis supports the proposed Technical Specification Limits, as required by 10 CFR 50.34.
The February 29, 1980 Confirmatory Order imposed by the Connission on the Zion Station remains in effect however, and therefore, the Zion Station should use the more limiting of either the peaking factor from the current analysis or the peaking factor from the analysis on which the 1980 Order is based.
A copy of the related Safety Evaluation is enclosed. A Notice of Issuance will be included in the Commission's next regular raonthly Federal Register notice.
