The Manager, Operations Support, shall approve the Segurity Plan implementing procedures.

Temporary changes to procacures snich co not change the intent of the approved proce-cures shall be approved for implementation by two members of the plant staff, at least one of whom holds a Senior Operator license, and cocumented. The temporary changes shall be approved by the original approval authority within 14 days of implementation.

For changes to procecures wnich may involve a change in intent of the approved procecures, the person authorized above to approve the procedure shall approve the change prior to implementationi b.

Proposed changes or modifications to plant nuclear safety-related structures, systems and components shall ce reviewed as cesignated by the Manager, Callaway Plant.

Each such modification shall be reviewed oy a cualified individual / group otner than the individual /

group which designed the modification, but wno may ce from the same organization as the incividual/ group wnien designed the modifica-tions.

ALTERNATES 6.5.2.3 All alternate estbers shall be appointed in writing by the NSRB Chainnan to serve on a terporary basis; however, no more than two alternates shall participata as voting members in NSRB ectivities at any one time.

CONSULTANTS 6.5.2.A Consultants shall be utilized as determined by the NSRB Chairman to provide expert advice to the NSRB.

MEETING FREQUENCY 6.5.2.5 The NSRB shall meet at least once per calendar quarter during the initial year of unit operation following fuel loading and at least once per 6 months thereafter.

6.5.2.6 The NSRB members shall hold a Bachelor's degree in an engineering or physical science field, or equivalent experience, and a minimum of 5 years of technical experience of which a minimum of 3 years shall be in one or more of the disciplines of Specification 6.5.2.1.

1 QUORUM 6.5.2.7 The quorum of the NSRB necessary for the perfonnance of the NSRB review and audit functions of these Technical Specifications shall consist of the Chaiman or his designated alternate and at least two-thirds of the NSRB members including alternates.

No more than a minority of the quorum shall have line responsibility for operation of the unit.

SAFETY EVALUATIQH This amendment application requests a revision to Technical Specification Section 6 to reflect the change in the title l

" General Manager, Nuclear Operations" to "Vice President, Nuclear Operations."

The Vice-President, Nuclear Operations will continue to serve on the Nuclear Safety Review Board and have line responsibility for operation of the Callaway Plant as specified in Technical Specifications 6.5.2.2 and 6.5.2.7.

The proposed change has been evaluated and determined to have no adverse impact on the ability of plant personnel to perform their responsibilities.

The proposed change to Technical Specification Section 6 does not involve an unreviewed safety question because operation of the Callaway Plant with this change would nott 1.

_ Increase-the probability of occurrence or consequences of an accident or malfunction of equipment important to safety

.previously evaluated in the safety analysis rcport.

The proposed change does not affect accident initiatore or assumptions.

The radiological consequences of any accident previously evaluated remain unchanged.

Create the possibility for an accident or malfunction of a different type than any previously evaluated in the safety analysis report.

The proposed change does not create any new accident initiators nor involve any modifications or changes in the plant.

Specification Section 6 to reflect the change in the title

" General Manager, Nuclear Operations" to "Vice President, Nuclear Operations."

The proposed amendment involves a change to the administrative controls on plant personnel located within the restricted area as defined in 10 CFR 20.

Union Electric has determined that the proposed amendment does not involve:

1)

A significant hazard consideration, as discussed in of this amendment application; 2)

A significant change in the types or significant increase in the amounts of any effluents that may be released offsite; 3)

-A significant increase in individual or cumulative occupational radiation exposure.

Accordingly the proposed amendment meets the eligibility criteria for categorical exclusion set f orth in 10 CFR 51. 22 (c) (9).

Pursuant to 10 CFR 51.22 (b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
