Dear Sir:

Florida Power Corporation (FPC) hereby responds to your February 16, 1983, letter requesting FPC's assessment of the operability of our large diameter nurge and vent valves manufactured by Pratt. FPC was also requested to inform the NR vhether or not we intend to close the valves and verify they are closed every 31 days wht. in Modes 1, 2, 3, or 4.

FPC has continued its assessment of the operability of the large-diameter Pratt purge and vent valves based on Pratt's findings. Pratt has performed additional tests with elbows immediately upstream and two diameters upstream of the valves with the valve shaft in several positions, including "out of plane." Pratt has assured FPC that in every case, torques were lower than calculated by the analysis program using the existing data base.

However, FPC currently does not have a combined (LOCA and seismic) stress analysis for the valves in the blocked partially-closed position. A proposal has been requested from Pratt to perform the required work. Once this analysis has been completed and reviewed, Florida Power will submit a complete report on the operability of the valves.

FPC has closed the purge and vent valves. We will also verify every 31 days that the valves are closed when in Modes 1,2,3, or 4.
