Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 IE Inspection Report Nos. 82-15 and 82-20 Document Control Program
Dear Mr. O'Reilly:
During the week of February 1,1983, Florida Power Corporation was verbally notified by your staff that our January 20,1983, response to the document control findings of Inspection Report 82-20 was not adequate.
The January 20, 1983, response did not provide implementation dates for policies and procedures necessary to meet Florida Power Corporation's commitment to the requirements of ANSI N45.2.9 - 1974. This letter provides l
i those dates.
A three phase plan has been developed to systematically resolve the document control program deficiencies identified.
Phase I will include a review of policies and commitments to determine which areas of document control are not adequately defined, addressed or implemented. A well defined policy including responsibilities for document control activities and records management practices will be developed.
Collectively, the policies and programs will delineate requirements to be met by departments participating in nuclear-related activities and functions. Phase I is scheduled to be completed by July 1,1983.
Phase II will entail review of procedures contained in various departmental manuals which provide instructions for performing nuclear-related activities. Inadequate procedures will be revised to address the document control program requirements of Phase 1.
Where the necessary interfaces do not presently exist, they will be developed. This Phase includes both procedural development and procedure implementation.
Schedule for completion is November 18,1983.

w 3F-0283-20 Page Backfitting activities will be performed during Phase III. This includes identifying the items requiring corrective action to comply with program criteria of Phase I and, where applicable, procedure requirements of Phase II.
The results of this Phase will be an identification of the scope of the backfit effort, a plan for performing the backfit activities, and active processing of backfit records. Because of the inability to define the entire scope of the backfit effort at this time, we cannot identify a completion date for the processing portion of this Phase. This Phase is expected to begin by January 3,1984, with active processing to begin by June 29,1984.
