Subject:

Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 NUREG-0737, item II.F.2 Instrumentation for Detection of Inadequate Core Cooling

Dear Mr. Denton:

On March 17, 1983, members of the Florida Power Corporation (FPC) staff (Messrs. J. A. Hancock, G. R. Westafer, E. C. Simpson, and P. M. Rubio) met with members of the Nuclear Regulatory Commission (NRC) Staff (Messrs. L. Rubinstein, L. Phillips, and S. Minor) at the NRC offices in Bethesda, Maryland, to discuss the

" Order for Modification of License" dated December 10, 1982, for the Crystal River Nuclear Plant. This Order requires the installation of an Inadequate Core Cooling (ICC)

Instrumentation System.

As stated in the meeting, FPC is presently performing an engineering study to determine the best available system for the Crystal River Nuclear Plant. As requested in the meeting, FPC will provide the NRC with a preliminary conceptual design of the reactor coolant inventory tracking system by April 15, 1983. FPC will also supply a conceptual schedule for engineering, procurement, and installation of the inventory tracking system by April 15,1983.

FPC is reviewing the status of conformance of the core-exit thermocouples and subcooling margin monitors with the requirements of NUREG-0737, Item II.F.2 and will submit a report on the status of such conformance by April 25, 1983. The checklist provided by the Order will be used as an aid in the status review. If upgrading of this jo46 g3Fai eMNa P
