As a result of the pay raises provided October 1,1981 in accordance with the provisions of P.L.91-656, as amended, and January 1, 1982 in accordance with the provisions of P.L. 97-92,.we are requesting authority to reprogram certain FY 1982 funds.
The details of these reprograming actions are included in the enclosure.

$ 3,528 Deobligations of Prior-Year Funds in FY 1982 1,672
$ 5,200 NRC's FY 1981 unobligated carryover totaled $6,100,000.
Of this amount,
$2,572,000 was used to fund FY 1981 commitments, leaving a remaining balance of $3,528,000.
The deobligation of prior-year funds occurs when old contracts, work orders, travel authorizations, purchase orders, etc. are completed and closed out and the obligated amount exceeds the actual cost idcurred.
