As a result of the pay raises provided October 1,1981 in accordance with the provisions of P.L.91-656, as amended, and January 1,1982 in accordance with the provisions of P.L. 97-92, we are requesting authority to reprogram certain FY 1982 funds.
The details of these reprogramming actions ~ are included in the enclosure.
