Dear Mr. President,
I am a student of Lindero Middle School and I am writing to you about the Diablo Canyon nuclear power situation. I suggest it sh.a be shutdown, for I have just discovered flaws in the plants location. First of all, there are numerous faults sur-rotinding it, so, if an earthquake occured, it might cause a leak in one, or two, or all.the reactors. And if this was to happen, imagine the harm it would do to the poeple and enviroment. The second flaw, is that the plant is near the Pacific Ocean, so, as I caid if an earthquake was to happen,the radiation would sink into the ground, and then travel until it met the ocean. Then the inhabitants of the water would die, causing a great distur-bance in the eco-system, leading to us. And these are just a few of the hazards that might be caused by nuclear pmaer plants. I do agree that the power is very useful, but I don't think the consequences we risk are worth it.ITd appreciate it if you wrote ma your opinion on this matter. Since the Nuclear Regulatory Commission does not appear to have reviewed PG&E's plans for operating Diablo Canyon, and since neither the former agency nor the latter business seem to be able to carefully and theroPdhly review all aspects of the structural and operational feasibility anl safety of this plant, sittnted 2} miles from an activo earthquake fault, it is imper-ative that qualified and impartial experts be employed to review I'G&E's plans in detail. I feel PG&E made a grievous mistake in siting Di.ablo_ Canyon 2-h miles from an active earthq'uake, fault. They claisied'~thby~didn't kri6V 'Ebbu't' i'tlh'e'n they began to con-struct the plant. When the existance of the Hosgri Fault became a matter of public record, PG&E did their own seis-mic reanalysis and essentially " analyzed" away the fault. Now PG&E in doing a reanalysis of the pipe support blunder. Could it be that they will again conveniently " analyze" away the problems? In view of the serious consequences of a nuclear accident accompanying an earthquake, it is essential that an independent examination of the seismic design and con-struction of Diablo. We are writing with a fervent request that licensing of the P.G'.~&^E.~ DiiblF' Canyon; nuclear power plant, some seventeen mil'es ~froi our home, be delayed or cancelled ~ Our three year ~51d~ssMur year ol~d~ children ~vould-join'us-in this urgent request, we are sure, if they were able to comprehend the potential consequences of opening this plant. It is primarily for them that we are writing this letter. Enclosed is a copy of a local newspaper article regarding the latest faurpas committed by PG&E and the builders. You must realize that there have been revelations of design problems, construction execution problems, unanswered questions regarding biological consequences to our coastline, etc. appearing about every three months since we moved to this area five years ago. All the way through, we have been reassured by PG&E that all problems have been corrected, that the plant is ready to go on that the now problem of the day is proof that the quality line, / quality assurance procedure is working, etc. review WHY i WASN1T TliAT PROCEDURE WORKING EACH TIME PG&E PROCLAIMED THE PLANT READY TO GO? We have read quite voll documented evidence that PG&E knew of the existence of the Hosgri fault, some two to three miles from this plant, prior to the beginning of construction, but that that infomation was withheld from the public and our local board of supervisors until independent geologists " discovered" the fault after construction had begun. The error in the enclosed article was " discovered" just a few days after the well-publicized but ill-fated occupation of Diablo by protectors. Wouldn't a thinking person have to consider the possibility that this infomation was vitaheld for fear of fueling the protest movement instead of the reactor? Finally, please look very closely at the article. While we are not structural or mechanical engineers, it would appear that this is a E212I error which was discovered fifftgr low power licensing had alresdy been approved. I was shocked, but not surprised, to hear of the major foul-up in the construction of the Diablo Canyon nuclear _ p_ower_ plant. We had been assured by the Nucl6ar Regulatory Commission that the plant was safe for operation. I doubted their word because I don't believe any nuclear plant located that close to an earthquake fault is " safe", but now I totally distrust their expertise. If a mistake that large could exist for so long undetected, what other surprises are waiting for us? Diablo Canyon poses a major threat to the health and property of the resi-dents who live in the San Luis Obispo area. I think it only right that 3n independent study be made in regard to plant safety by sources not involved with P.G.&E. or the NRC. S._ _S 9 S_;. 2 6 4..O_ I have r,ever written to you before, but I am concerned about the wellbeing of myself and my family. 1 live within. five miles-of-the.Diablo Canyon _ Nuclear Power Plant and I don't like what I have been reading in the:paperllately. Last month, the NRC, after carefully study and eval-uation granted Diablo a low level license. The protests that ensued has ccst our county over one million dollars in police and court costs. I couldn't help wondering, what would make these young people come in droves to be arrested? What do they have to gain by th'.s? Aftcr looking into the subject a little closer, I must agree that there is cause for concern. Although I do not think that getting arrested is the way to prove a point, I do feel compelled to write about my concerns. Recently, seismic pipe supports have been discovered to have been misplaced. How could this happen.7 After all the scrutinization by professional people, it is discovered that these pipe supports have been wrong for over two years. What assurance do we residents have that there are no other major design flaws in this plant? Can we get an independent evaluation of the safety of the nuclear plant? A fair and unbiased review is necessary to determine that we are safe from a potential disaster that could ruin our lives. I know we are a small pcpulation and that we don't have much political clout, yet we are very concerned about our homeland and benefits of rural living. As a ten year resident of San Luis Obispo I am extremely concerned over recent events concerning the licensing, lowpowerftestingand overall safety of the Diablo Canyon nuclear power plant. I feel that Pacific Gas and Electric Company and the Nuclear Regulatory Commission have been guilty of gross negligence in respect to the health and safety of the people of San Luis Obispo and the surrounding communities. I am appalled at the lack of attention and condideration shown to us by those who claim to have our best interests at heart. Why should I be forced to live next to' a nuclear power plant that does not match-its' own design specifications? Iam concerned that our elected officials in Congress are not addressing these vital issues.
