Subject: Inspection 50-320/81-15
This refers to the routine safety inspection conducted by Mr. L. H. Thonus
of this office on August 12 - September 10, 1981 of activities authorized
by HRC License DPR-73 and to the discussions of our findings held by
Mr. Thonus with Messrs. J. Brashar and E. Gischel of your staff at the
conclusion of the inspection.
Areas examined during this inspection are described in tho ;ffice of
Inspection and Enforcement Inspection Report which is enclosed with this
letter. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel, and observations by the inspector.
Based ori the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements,
as set forth in the Notice of Violation, enclosed herewith as Apperdix A.
These items of noncompliance have been categorized into the levels described
in the Federal Register Notice (45 FR 66754) dated October 7,1980
You
are required to respond to this letter and in preparing your response,
you should follow the instructions in Appendix A.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy
of this letter and the enclosures will be placed in the NRC's Public
Document Room.
If this report contains any information that you (or
your contractors) believe to be exempt from disclosure under 10 CFR 9.5(a)(4),
it is necessary that you (a) notify this office by telephone within M ciays
from the date of this letter of your intention to file a request for
withholding; and (h) submit within 25 days from the date of this letter
a written application to this office to withhold such information.
Consistent with section 2.790(b)(1), and such application must be accompanied
by an affidavit executed by the owner of the information which identifies

further rea.uires the statement to address with specificity the considerations
