Dear Sir:
Enclosed Technical Specification Change Request No. 75 requests an amendment to Appendix A of Operating License No. DPR-72.
As part of this request, proposed replacement pages for Appendix A are enclosed.
The change affects Crystal River Unit 3, Technical Specificatica 4.1.3.1.2.
This specification requires monthly exercise of all not-inserted control rods to verify the absence of significant mechanical obstructions which would affect i
rod insertion and drop times assumed in various safety analyses. A margin of
- 25% is allowed on the frequency of st tests. The next scheduled test (including the +25% margin) would be required by September 25, 1981.
While attempting to perform this test on September 22, 1981, the seal leakoff i
from reactor coolant pump 3Al increased from 1.0 gpm to 1.9 gpm.
This is considered to be a result of RCS pressure ose'.1ations of around 20 psi due to theunitbeingcontrolledbyfeedwaterfiwvs.T,[rather.hanrodmotion ve T when the rods are taken into manual contro rather than automatic wontrol.
av Feedwater control has a much longer response time than rod motion control and, therefore, allows normal system oscillations to increase in magnitude.
Continual degradation of the reactor coolant pump seals is considered to be a potential j00,j safety concern; and, therefore, Florida Power Corporation is hereby requesting /7 an extension to the surveillance inM rval of 3 days until the beginning of our
