Subject:

EXPLOSION IN OFF GAS SYSTEM An explosion occurred ist the Off Gar System at approximately 9:30 AM. The

Plant was operating at 90 percent rated power with a stac of 30,000 microcuries per second. A plant shutdown was initiated due to

loss of monitoring instrumentation.

At approximately 1:00 PM, with power now at 15 percer.t. a second explosion occurred in the stack building,..It is assumed that this explosion resulted from-ignitiorr of hydrogen (an~d oxygen' that had collec:ed in the basement of the stack following the loss of loop seals in the initial explosion. A door was blown off and some contamination of the area arocnd the base of the stack

occurred. The plant was imediately tripped and Maie Steam Isolation Valves shut to halt further release.

The plant is proceeding to cold shutdown an-1 ticipated by 5:00 PM.

2 A site emergency has been initiated and local authorities notified. No air-j borne problem is anticipated. The wind is blowing over Long Island Sound.

One man was knocked down and contaminated by the blast. The man was not j

seriously injured, but was taken to the hospital for examination.

Region I has dispatched two inspectors to site.

The explosion was heard over a large area and news media imediately began covering the story. A press release is planned by Region I and the licensee.
