In response to the staff's-e request, ANF submitted the supplement dated November 8, 1989.

+ DISCUSSION L

t The following' sections discuss ANF's proposed changes.

A..

Organization-L In tha existing-license, the President of the Advanced Nuclear Fuels Corporation is responsible for ensuring-that plant operations are conducted safely.

This responsibility'as well as responsibility for managing plant operations are delegated to the Vice President of Engineering and Production, who is the senior

manager at the facility.

Under the proposed organization, the position of Vice President of Engineering i.

and Production will be replaced by the Vice Presidents of the Operations and L

Engineering Divisions.

The new positions will report to the President.

The

-Vice President-of the Operations Division will be the senior manager at the l

facility and will assume the functional responsibilities of the Vice President of Engineering and Production, excluding process and equipment engineering.

l This area of responsibility will be assigned to the Vice President of the L

Engineering Division.

l The repo-ting channels of line managers to the two Vice Presidents are shown l<

in Figure 1.

The Manager of Equipment and Maintenance Engineering is responsible for providing engineering assistance and maintenance for all process, utility, and safety systems.

This position reports to the Manager of Facilities and Equip-l.

. ment Engineering, who reports to the Manager of Process and Equipment Engineer-ing.

The licensee proposes to eliminate the position of Manager of Facilities and Equipment Engineering.

The Manager of Equipment and Maintenance Engineering will assume the eliminated manager't responsibilities and will report directly

-to the Manager of Process and Equipment Engineering.

The Safety and Security.0perations section provides technical support in the areas of radiological safety,' industrial safety and hygiene, nuclear criticality l

_ safety, and plant security.

The Manager of Safety and Security _ Operations reports to the Manager of Operations - Richland. 'The Corporate Licensing.

section is responsible-for programs in the areas of licensing, health physics, nuclear criticality' safety, environmental surveillance, ALARA, and_ safeguards.

The Manager,of Corporate Licensing reports to the Manager of. Process and Equip-rpa ment Engineering.

-ANF proposes to combine the above sections to form the new Safety, Security, and F

Licensing department.

This department will have the combined responsibilities

.of the two existing sections and will be under the direction of the newly appointed Manager of Safety, Security, and Licensing.

This position will_have no manufacturing responsibilities and will report directly to.the Vice President of the Operations Division, p

The licensee proposes several other changes resulting from the union of the two sections.

The title of Manager of Corporate Licensing will-be changed to Manager of Regulatory Compliance.

This position will report to the Manager of Safety, Security, and Licensing and will assume the additional. responsibility of preparing radiation protection and criticality safety standards which are currently assigned to the health physics and criticality components, respective-

. ly,. The health physics and criticality safety components are in the existing Corporate Licensing section.

In the new Safety, Security, and Licensing depart-ment, the two components will be moved to the Radiological and Industrial Safety-section.

Figure'2 shows the structure of the proposed Safety, Security, and Licensing department.

y The Plant Criticality Safety Engineer is responsible for preparing nuclear criticality safety specifications and limits, auditing plant operations monthly to determine compliance with safety specifications and limits, and

" assisting in the criticality safety training program.

In addition, the Critical _ity Safety Component conducts bimonthly audits of criticality safety

control systems.

~ANF proposes to. eliminate the position of Plant Criticality Safety Engineer.

"The responsibilities of the position will be assumed by the Criticality Safety Component.

Furthermore, the component's audit frequency will be increased to monthly.

B. -Personnel Qualification Requirements The Manager of Corporate Licensing is required to have a bachelor of science degree in a technical field and as a minimum, 10 years' experience in the nuclear energy field, including 4 years' experience in positions with nuclear l

safety responsibility.

ANF proposes that the new Manager of Safety, Security, and Licensing have the same educational and experience requirements.

The revised safety demonstration section of.'the application incorporates the resumes-of the ANF positions.

The staff has reviewed the reasumes and S ' ' concludes that the individuals assigned to the positions meet the proposed educational and experience requirements.

Training

' ANF is committed to an employee training program including on-the-job. training and instruction in the requirements and procedures pertinent to: radiation protection, criticality safety, industrial safety, fire protection, and

' emergency preparedness._ Additional training is required when changes are made-to radiation and criticality' safety controls and emergency procedures.

Safety topics are discussed at monthly safety meetings, and employees receive annual refresher training in radiation protection and criticality safety.

In the existing license,-Figure I-2.2, Approval and Responsibility Matrix, shows the positions responsible-for preparing, approving, implementing, and auditing

'ANF's training programs.

These responsibilities are reiterated elsewhere in the

. license with the. exception of the responsibility for preparing and approving training programs in employee safety requirements-and in activities performed by the safety functions.

The licensee proposes to remove training programs from the figure and to incorporate into the license a commitment for preparing and approving training programs in safety requirements and activities.

The Safety, Security, and Licensing department will be responsible for establishing training programs in employee safety requirements and the activities of the safety functions, schedules for initial training and retraining, and training course content.

Conclusion / Recommendation i

-The staff; concludes that the proposed organizational and administrative l

changes are acceptable and will not. adversely affect the protection provided

'for the health and safety of' plant personnel and the public or-for;the environment.

Therefore, the staff recommends that the application,'as j
