EMERGENCY AUTHORIZATION FOR TEMPORARY CHANGE TO TECHNICAL SPECIFICATION 3.3.3.6.b FOR TROJAN NUCLEAR PLANT i

This letter authorizes a temporary change to Technical Specification 3.3.3.6.b

' as requested by your letter dated December 27, 1989.

You request that Technical Specification 3.3.3.6.b be changed so as to permit periodic venting of he control room atmosphere to the outside while new chlorine detectors are being installed and made operable. The change provides that appropriate compensatory measures be taken to isolate the control room if a toxic gas accident should occur, lhe temporary change allows continued safe operation of the plant and normal surveillance requirements to be met while new chlorine oetectors are procured, qualified, installed, and made operable.

lhis process is to be completed by approximately March 15, 1990.

Facility Operating License NPF-1 for Trojan Nuclear Plant is hereby amended by changing Technical Specification 3.3.3.6.b, page 3/4 3-47 (copy enclosed) as requested in your letter dated December 27, 1989. Copies of the Amendment and our Safety Evaluation for this technical specification change will be sent to you when processed.

I INSTRUMENTATION CHLORINE DETECTION SYSTEMS LIMITING CONDITION FOR OPERATION 3.3.3.6 Two independent chlorine detection systems, with their alarm / trip setpoints adjusted to actuate at a chlorine concentration of 1 5 ppm, shall be OPERABLE.

APPLICABILITY: All MODES.

  • For the purpose of meeting Specification 4.7.6.1.b, or fer providing periodic air exchanges to maintain air quality in the control room, the outside dampers for the normal and/or emergency control room ventilation tystems may be opened for up to one hour provided that appropriate com-pensatory measures are taken to isolate the control room if a toxic gas accident should occur. This process is permitted until new chlorine detectors are made OPERABLE, by March 15, 1990.
