Specification Change for Chlorine Detectors License Change Application 180 Attached is one signed original of License Change Application (LCA) 189 requesting an Emergency Temporary Amendment to the Operating _I.icense NPF-1.
Details of the requested change, including a Description of the Emergency Conditions, are described in the Attachments. Also attached is a signed copy of Certificate of Service for LCA 189 to the Chief Executive of-the County in which the facility is located and-the Director of the State of Oregon, Department of Energy..The Resident Engineer for=the State of Oregon has been kept appraised of this situation.
On December 12, 1989, it was discovered that the chlorine detector response time could be longer than assumed in the toxic gas analysis. As a result, both trains of chlorine detectors were declared inoperable per Trojan Technical Specification (TTS) 3.3.3.6, " Chlorine Detection Systems" and TTS 3.3.3.6 Action b was implemented.

With the Control Room ventilation systems isolated per TTS 3.3.3.6 Action b, carbon dioxide (CO ) accumulates-to unhealthy levels for 2
habitation. In discussions on December 15, 1989, the Nuclear Regulatory l
Commission (NRC) acknowledged PGE's need to enter into TTS 3.0.3 in. order to ventilate the Control Room to maintain habitability per Occupational i
Health and Safety Administration-(OSHA) guidelines. Compensatory measures taken during ventilations are described in Attachment B.

-Document Control Desk December 27, 1989 Pate 2 For the purpose of meeting Specification 4.7.6.1.b, (the monthly pressurization surveillance of the Control Room) and/or for providing periodic air exchanges in the control room, PGE requests a temporary change.
to TTS 3.3.3.6 Action b as specified herein under the Emergency Provisions of Part-50.91(a)(S) of Title 10, Code of Federal Regulations.
This change is to remain in effect until the chlorine detectors are declared operable.
This will penmit opening the outside air makeup dampers for the normal ~

and/or emergency control room ventilation systems for up to on. hour without requiring entry into TTS 3.0.3 provided that appropriate compensatory measures are taken to mitigate the consequences of a chlorine gas accident. We currently anticipate new chlorine detectors will be tested and installed by about March 15, 1990.
The tentative schedule for this modification is provided in Attachment D.
