6 APPENDIX A NOTICE OF VIOLATION Florida Power Corporation License No. DPR-72 Based on the results of the NRC inspection conducted on October 23-27, 1978, it appears that certain of your activities were t.ot conducted in f ull compliance with NRC requirements as indicated below. These items have been categorized as described in our correspondence to you dated December 31, 1974.
Technical Specification 6.8.1 states, in part:
" Written procedures shall be established, implemented and maintained covering the activities referenced...C. Surveillance and Test Activities of Safety Related Equipment." Additionally, paragraph 3.2.1.1 of AI-700, " Administrative Instructions for Conduct of Technical Services", states in part: "Non-Conformance to acceptance criteria or Technical Specifications shall be called to the attention of the Technical Support Engineer.
He will document the problem according to CP-ll3, " Procedure f or Handling Work Requests... "
Contrary to the above, Data Sheet IV, of SP-132, Engineered Saf eguards Channel Calibration, dated September 9, 1977, indicated that RC-3B-PT3 failed to meet the listed acceptance criteria and no corrective action was taken.
This is a deficiency.
