PALISADES PLANT - PRESSURIZED THERMAL SHOCK SAFETY EVALUATION (TAC NO. M83227)

Dear Mr. Haas:

We have reviewed your submittals for the Palisades Plant provided in response to the pressurized thermal shock (PTS) rule, 10 CFR 50.61.

Results of our review are provided in the enclosed safety evaluation.

As a result of the evaluation, the staff has determined that the Palisades reactor pressure vessel can be operated in compliance with the requirements of 10 CFR 50.61 through the plant's 14th refueling outage.

In accordance with 10 CFR 50.61, 3 years prior to exceeding the PTS screening criteria, Consumers Power Company shall submit a plant-specific analysis to determine if operation beyond the screening criteria is acceptable. Submission of information on annealing will obviate the need for a plant-specific analysis.
