PALISADES NUCLEAR PLANT - DEFERMENT OF AMENDMENT REQUEST FORJ SHUTDOWN COOLING (TAC NO. M73443}

By letter dated September 30, 1992, we informed you that we would defer further review of a request to amend the Palisades Technical Specifications (TS} to add new operational requirements, action statements, and surveillance requirements related to shutdown and low power operation until staff positions were more clearly defined.

As a result of a request made in a letter from David Hoffman to Thomas Murley dated November 23, 1992, we have reexamined our position.

The staff has agreed to reconsider the amendment request, as currently proposed, upon verification in writing of a Palisades commitment to the formal industry position related to shutdown plant issues.

The formal industry position approved by NUMARC is:

Assess current practices, using NUMARC 91-06, "Guidelines for Industry Action to Assess Shutdown Management," to plan and conduct outages.

Improvements adopted as a result of the assessment will be implemented for outages started after December 31, 1992~

Please provide verification that Palisades is committed to the industry position so that we may proceed with review of the proposed amendment.
