PALISADES NUCLEAR PLANT - DEFERMENT OF AMENDMENT REQUEST FOR SHUTDOWN COOLING (TAC NO. M73443)
By letter dated June 28, 1989, as supplemented by letters dated May 1 and September 26, 1991, and March 18, August 24, and August 28, 1992, you requested an amendment to the Palisades Technical Specifications (TS).
The amendment would add new operational requirements, action statements, and surveillance requirements to assure the availability of shutdown cooling to the primary coolant system (PCS) during certain operational conditions.
Specifically, the proposed amendment would add new TS Sections 3.1.9 and 3.7.3, and would add Item 14 to Table 4.2.2. Also, as a result of a recent review of the shutdown cooling system piping stress analysis, additional TS changes are made restricting operability of the shutdown cooling system to S300 degrees F instead of 325 degrees F.
The NRC staff is currently reexamining and redefining what constitutes acceptable risk during shutdown and low power conditions, including TS requirements. A final decision has not been made, however, a gen~ric communication, which is in preparation and scheduled to be issued in early 1993, will provide standard TS for shutdown and refuel in[ conditions.
The generic letter establishes guidance for containment inte~rity, core cooling, onsite AC power, and containment cooling, in addition to other programmatic requirements.
We realize that the proposed amendment involved a considerable effort and you are to be commended for your initiative in recognizing the need for specifications to control shutdown operations. However, in view of the ongoing activity in this area and the expanded scope of coverage, it would be inappropriate for us to approve the requested amendment at this time as "1 currently proposed.
We are, therefore, deferring any further review until the gen~ric letter is *issued and TAC Number M73443 will be closed. The work done 050060
