Dear Mr. White:

On January 30, 1987, Daniel Muller, Gerald Gears, and myself held fruitful discussions with Charles Fox and Wang Lau of your staff concerning the general status of the Browns Ferry's (BFN) Probabilistic Risk Assessment (PRA) review.

One important point discussed was the status and importance of the ongoing Design Baseline Program (DBP) on the many restart

issues, including the PRA.

The bases of the Chapter 14 FSAR and the PRA are suspect until the BFN system configuration is determined.

Until the DBP is well in hand, we believe that substantive work on FSAR Chapter 14-type Plant Safety Analysis issues, PRA and IPE efforts should be held in abeyance.

It is our current understanding that completion of the DBP is scheduled for sometime during the spring of this year.

As we discussed, your proposal for a risk-based critical and priority component list would be an agreeable method to expedite the BFN's DBP program and consequently TVA's submittals to the NRC staff for its review and approval.

We further believe that this "work smart" approach could lend itself to further refinement; thereby, providing the overall "game plan" approach needed for timely restart of BFN, Unit 2.

The staff would entertain further discussions on this issue.

Your letter dated August 28, 1986 indicated that BFN, Unit 2, could be restarted in the summer of 1987.

Considering the experience so far with the Sequoyah DBP together with the current schedular delays of the BFN DBP, it would seem that this date is unrealistic.

Therefore, we request that you again provide us with a target date for BFN, Unit 2, restart.

While we await the DBP submittal, it would be useful to have available for our use three copies of a more recent draft of the PRA identified at this meeting as the October 1986 version.
