Treatment of the Browns Ferry PRA gtjG ].5 'LS86 On June 17, 1986, I wrote you regarding the existence and potential importance of the TVA-sponsored probabilistic risk analysis (PRA) for the Browns Ferry Nuclear Generating Station.
I told you then that I considered its availability for our review, with an accompanying critique if its recognized shortcomings are not corrected, is a condition for restart of the Browns Ferry units.
On July 21, 1986, Richard Gridley of TVA responded to my letter stating that TVA considered the draft PRA to be seriously flawed and that "the present condition of [the draft PRA] is such that no meaningful conclusions can be drawn from it."
Mr. Gridley also indicated that it would take about eight months to prepare a competent analysis to supersede the draft PRA.
On July 31, 1986, I and others from NRC met with you and senior TVA staff to discuss this matter.
In that meeting your staff spoke very critically of the draft PRA and expressed the view that its shortcomings were so serious that it might never be useful.
You expressed concerns regarding the data base being out of date, plant design and procedures used being out of date, and difficulties with accident sequence modeling.
Nevertheless, I reminded you that the draft PRA exists, it represents a substantial risk analysis investment by TVA and a competent contractor, it contains potentially significant safety information about the Browns Ferry units, and it cannot be ignored.
TVA must endorse it, amend it, or rebut it.
As we agreed on July 31, the next day at the site I examined the draft PRA.
In scope,
- content, format and apparent depth of treatment, this appears to represent significant work, and the contractor and methodology TVA used are well known in the field of reactor
- PRA, It is TVA's responsibility to deal with this draft PRA either by completing it or superseding it, and I believe you have recognized that responsibility.
You also indicated that the current freeze on hiring and contractor support at TVA has stalled your work on the PRA.

- now, we did agree on July 31 to the following course of action in this matter:
l.
On or about September 30, 1986, TVA will meet with NRC to pr'esent a plan and schedule of action for review of the existing draft PRA for Browns Ferry and for the conduct of any additional analysis needed to establish the actual severe accident characterization of the plant.
2.
During the course of this work, TVA and NRC technical staff will meet periodically to discuss
- status, progress, and direction of the new work.
3.
TVA will prepare a final report on Browns Ferry severe accident characteristics in fulfillment of the obligation for the NRC Severe Accident Policy Individual Plant Evaluation, reasonably in 'advance of the proposed-.restart date for any one of the Browns Ferry units.
I have discussed this approach with NRC senior management and we believe this course of action will enable both TVA and NRC to deal with this important matter in an orderly and effective way to ensure conclusion before restart.
Because of the potential safety importance of the study, I request that you immediately send us two of the controlled copies of the draft PRA so that we may begin our review as soon as possible and thereby facilitate our interaction with TVA in the sequence outlined above.
