FEBRUARY 19, 198 Docket No. 50-397 Mr. G.

C. Sorensen, Manager Regulatory Programs Washington Public Power Supply System P.O.

Box 968 3000 George Washington Way

Dear Mr. Sorensen:

SUBJECT:

EMERGENCY TECHNICAL SPECIFICATION CHANGE CRANE TRAVEL - SPENT FUEL POOL DISTRIBUTION

-NRC-8-LPDR '

PDV Plant JLee RSamworth OGC DHagan EJordan JPar tlow TBarnhar t (4)

WJones EButcher ACRS (10)

By 'letter dated February 18, 1988 (G02-88-039) you requested an amendment to Technical Specification 3.9.7 which limits the movement of heavy objects over fuel assemblies in the spent fuel pool.

We understand that this amendment is necessary to repair damage to the roof and thus restore the integrity of the reactor building.

This request was made on an emergency basis since you are effectively prohibited from operating with the roof of the reactor building in its current condition and since the event which resulted in the roof damage could not have been anticipated.

Based on our initial review of your request we have determined that, with the installation of the protective cover over the spent fuel pool in conjunction with the other compensatory measures described in your letter and in the supplemental material submitted on February 19, 1988, there is reasonab'le assurance that objects will not drop into the fuel pool which could produce fuel damage in excess of that considered and found acceptable in the preparation of our original safety evaluation.

Therefore the actions which you propose xo take to effect the repairs will result in no undue risk to the health and safety of the public.

By this letter we are granting the relief which you requested from the Technical Specification to allow you to perform the activities which you identified in your February 18 letter.

This relief is granted for a per iod of two normal working days to allow us to complete our safety evaluation and, if appropriate, to issue a formal license amendment.

Sincerely,

. SS02>40' gppp397 S02l.9 PDR ADOCK 0 pDR p
