1.0 INTRODUCTION

2.0 By letter dated March 10, 1987, the licensee requested an amendment to a license condition of the WNP-2 license.

This license condition requires that the licensee shall implement requirements of Regulatory Guide 1.97, Revision 2, for flux monitoring prior to startup following the second refueling outage.

In the application letter and in a supplemental letter dated March 31, 1987, the licensee details technical problems with the available monitor designs that require resolution before a commitment to one design can be made.

The licensee requests that the deadline be extended to the end of the third refueling outage. It is noted that Amendment No. 23, issued May 5, 1986, to this Facility Operating License extended this deadline to the end of the second refueling outage.

EVALUATION The licensee states that he has been unsuccessful in attempting to environmentally qualify a neutron flux monitoring system.

On three separate occasions during recent qualification testing, the test assemblies experienced immediate 'failures.

These failures are under investigation by the monitoring system vendor.

It is deemed unlikely that the difficulty can be found, corrected, and the system subjected to a successful qualification test prior to restart following the second refueling outage.

Thus the licensee would be unable to meet the requirement of the existing license condition.

Because Category I neutron flux monitoring systems that potentially meet all of the criteria of Regulatory Guide 1.97 have only recently become available to the industry, and because there are unrelated systems in place to provide operators with sufficient data to assess reactor conditions (e.g., control rod position monitors, reactor vessel level and pressure monitors) in the unlikely event of an accident condition prior to qualification of the system now being tested, the staff finds that the licensee's request for extension to the third refueling outage is acceptable.

3.0 In reaching this finding, the staff observed that developments by the supplier of the neutron flux monitoring system currently being tested by the licensee as well as developments by other suppliers (notably, General Electric) should make unecessary any further deferral of compliance with this license condition.

ENVIRONMENTAL CONSIDERATION This amendment involves a change in the installation and use of a facility component located within the restricted area as defined in 10 CFR Part 20,and changes in surveillance requirements.

The staff has determined that this amendment involves no significant increase in the

amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure.

The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding.

Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).

Pursuant to 10 CFR 51.22(b),

no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONTACT WITH STATE OFFICIAL 5.0 The Commission made a proposed determination that the amendment involves no significant hazards consideration which was published in the Federal Register (52 FR 11378) on April 8, 1987, and consulted with the State of Washington.

No public comments were received, and the State of Washington did not have any comments.

CONCLUSION We have concluded, based on the considerations discussed above, that; (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed

manner, and (2) such activities will be conducted in compliance with the Commission's regulations and (3) the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.

The U.S. Nuclear Regulatory Commission has issued the enclosed Amendment No.

to Facility Operating License NPF-21 to the Mashington Public Power Supply System for WPPSS Nuclear Project No. 2, located in Benton County near Richland, Washington.

This amendment is in response to your letter dated Narch 10, 1987.

This amendment revises License Condition 2.C.(16), Attachment 2, item 3.(b) to extend the deadline until the third refueling outage for implementing the requirements of Regulatory Guide 1.97, Revision 2, for flux monitoring.
