2 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No.
23 License Nn. NPF-21 1.
The Nuclear Reaulatorv Commission (the Commission or the NRC) havinq found that:
A.
The application for amendment filed by the Washinqton Public Power Supply System (the Supply Svstem, also the licensee),
dated October 14, 1985, complies with the standards and requirements of the Atomic Enerqy Act of 1954, as amended (the Act), and the Commission's reaulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the regulations of the Comission; C.
There is reasonable assurance:
(i) that the activities authorized by this amendment can be conducted without endanaerina the health and safety of the public, and (ii> that such activities will be conducted in compliance with the Commission's regulations set forth in 10 CFR Chapter I; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the puhlic; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's requlations and all applicable reauirements have been satisfied.
Accordinaly, Facility Operating License No. NPF-21, Attachment 2, Item 3.(b) of License Condition 2.C.(16) is herebv amended to read as follows:, Paragraph 3.(b)
(b)
The licensee shall implement (installation or upgrade) requirements of Regulatory Guide 1.97, Revision 2, for flux monitoring prior to startup following the second refueling outaqe.
