SUBJECT:

DISPOSAL OF CONTAMINATED SAND WITHIN COMPANY CONTROLLED AREA Re:

Oconee Nuclear Station, Units 1, 2 and 3 By letter dated May 29, 1984, you requested NRC approval to dispose of contaminated sand in trenches in a proposed burial site within the company controlled area.

The NRC retains jurisdiction only as to the handling of the waste at the licensee's site under 10 CFR 150.15(a).

The disposal by burial of the waste is subject to approval by the State of South Carolina under the Agreement with the NRC pursuant to Section 274b of the Atomic Energy Act of 1954, as amended, and 10 CFR Part 150.

In response to your request, we approve your procedures to the extent that they involve the handling of the contaminated sand.

Our approval is subject to the following condition: Analysis of each batch of waste sand shall be completed and documented, confirming that its average radionuclide concentration is less than 150 picocuries per gram, before moving it to the burial location. Further, in our opinion, resulting from our review of the proposal for disposal, the following conditions should be observed:

1.

No batch of waste sand should be buried if the sum of the average activity concentrations of Cesium-134, Cesium-137, Cobalt-58, Cobalt-60 and Manganese-54 exceeds 150 picocuries per gram.

2. Disposal at the Oconee Nuclear Station by this procedure should be limited to 1500 cubic feet of sand per year.
3. Measures should be taken to prevent removal of the sand from the burial location for unauthorized purposes, e.g., sand trucked to the burial location shall be promptly poured in the trench and promptly covered with soil.

With respect to the burial of the contaminated sand, permission must be issued by the State of South Carolina. The Bureau of Radiological Health is the State agency for this purpose. By copy of this letter, the Bureau is being advised of our findings and conclusions. Other State and local regulatory agencies may have some jurisdiction in this area.
