Dear Ms. Lampert,
I am responding to your January 30, 2015, e-mail to Mr. Raymond McKinley, Branch Chief in the Region I Division of Reactor Projects, which contained Pilgrim Watchs comments and questions regarding Entergys Flex Mooring Plan.
There is a process associated with each licensees compliance with Order EA-12-049. Pilgrim developed their proposed Flex Mooring Plan and is now in the process of validating the feasibility of their Flex Mooring Plan. In accordance with the Order, Pilgrim is expected to come into compliance by the end of their Spring 2015 refueling outage. Pilgrim will formally notify the NRC of their compliance with Order EA-12-049, after which the NRC will complete their review and issue a safety evaluation. The safety evaluation will likely be completed in 2015. After the NRCs safety evaluation is issued, the NRC will perform an independent inspection to verify Pilgrims compliance with Order EA-12-049. This inspection will be conducted in accordance with Temporary Instruction (TI) 2515-191, Inspection of the Implementation of Mitigation Strategies and Spent Fuel Pool Instrumentation Orders and Emergency Preparedness Communication/Staffing/Multi-Unit Dose Assessment Plans.

Attached please find Pilgrim Watchs comments/question regarding Entergys Flex Mooring Plan to comply with NRCs Order EA-12-049 that requires additional mitigation requirements in the event of beyond-design basis external event-in this case supplemental coolant water to prevent a meltdown.
