The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on July 27, 2011, to discuss the applicant's response to request for additional information (RAI) 2.1-3 and the ASTM standards for the Nuclear Safety-Related Protective Coatings Program concerning the Davis-Besse license renewal application. provides a listing of the participants and Enclosure 2 contains a description of the RAI response and the ASTM standards concerns discussed with the applicant. A brief description on the status of the items is also included.

REQUESTS FOR ADDITIONAL INFORMATION LICENSE RENEWAL APPLICATION JULY 27,2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference calion July 27, 2011, to discuss the applicant's response to request for additional information (RAI) 2.1-3 and the ASTM standards for the Nuclear Safety-Related Protective Coatings Program concerning the Oavis-Besse license renewal application.

ASTM standards for the Nuclear Safety-Related Protective Coatings Program Discussion:

The NRC staff asked for clarification as to why the applicant in the description of their program does not include the year of each ASTM standard listed. ASTM 05163 specifies a year in part of the submittal but is not consistent throughout the response. The applicant responded by stating that it used 05163-91 (-91 or 1991 being the year) and 05163 for the existing program and 05163-08 for documenting future revisions. The applicant realized that this approach is inconsistent and suggested revising the program and resubmitting the response to the !\\IRC.

The applicant will resubmit the Protective Coatings Program with the identified inconsistencies corrected, and include the response with the upcoming Request for Additional Information (RAI) that is due August 11, 2011. The NRC staff agreed to this action.

Response to RAI 2.1-3 Discussion:

The NRC staff stated that after reviewing the applicant's response to RAI 2.1-3 it was unclear whether or not the applicant was aware of all the abandoned equipment. The applicant stated that during the license renewal audit, FENOC's position was that most of the abandoned equipment was identified; however, for some locations that are not easily accessible abandoned equipment may not have been identified.

The NRC staff stated that the applicant's current response does not meet the NRC's expectations and is not consistent with other applications. The NRC staff described some methods that could meet the NRC's expectations; 1) Identify all abandoned potentially fluid filled equipment and verify that it is drained, 2) Place all of the abandoned potentially fluid filled equipment in scope and subject it to aging management review, or 3) combinations of the two methods above.

The applicant stated that they will discuss NRC staff described methods with senior management and provide a response to the NRC project manager and technical reviewer at a future date. The NRC staff agreed to this action.
