ISSUANCE OF RENEWED FACILITY OPERATING LICENSE NO. NPF-3 FOR DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 (TAC NO. ME4640)

Dear Mr. Boles:

The U.S. Nuclear Regulatory Commission (NRC) has issued renewed facility operating license No. NPF-3 for Davis-Besse Nuclear Power Station, Unit 1. The renewed facility operating license expires midnight April 22, 2037.

The NRC issued the renewed facility operating license based on the staff's review of your application dated August 27, 2010, as supplemented by letters submitted to the NRC through June 29, 2015. The technical specifications for Davis-Besse were not amended as a result of the NRC review. Enclosure 1 and 2 to this letter contains the Renewed Facility Operating License No. NPF-3 and Appendix A, Technical Specifications.

The technical safety basis for issuing the renewed license is described in Safety Evaluation Report Related to the License Renewal of the Davis-Besse Nuclear Power Station, published on September 3, 2013, located in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML13248A267. Subsequently, on August 10, 2015, the NRC issued a supplement to the safety evaluation report (ADAMS Accession No. ML15196A429) that included newly submitted information and documented further reviews related to annual updates required by Title 10 of the Code of Federal Regulations CFR 54.21(b).

This supplement also contained updated information and commitments in response to recent industry operating experiences. The NRC also published environmental reviews related to the license renewal in NUREG-1437, Supplement 52, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 52, Regarding Davis-Besse Nuclear Power Station, dated April 2015.
