MILLSTONE POWER STATION, UNIT NO.2 - REQUEST FOR ADDITIONAL INFORMATION REGARDING RELIEF REQUEST FOR ALTERNATIVE PRESSURE TESTING CRITERIA (TAC NO. ME4473)

Dear Mr. Heacock:

By letter dated July 29, 2010, as supplemented by letter dated August 5, 2010 (Agencywide Document Access and Management System (ADAMS) Accession Nos. ML102580204 and ML102220527, respectively), Dominion Nuclear Connecticut, Inc. (DNC or the licensee),

submitted relief requests for the fourth 1 O-year inservice inspection (lSI) interval program at Millstone Power Station, Unit No.2 (MPS2). DNC requested the use of alternatives to certain American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),

Section XI requirements. Included in this request was Relief Request RR-04-04, which requests the use of alternative pressure testing criteria for the system leakage test conducted at or near the end of the inspection interval on Class 1 piping. The request is for the fourth 1 O-year lSI interval which began on April 1, 2010, and is scheduled to end on March 31, 2020. To complete its review, the Nuclear Regulatory Commission staff requests responses to the enclosed questions. The other relief requests contained in the July 29, 2010, request are being reviewed separately.

The draft questions were sent to Ms. Wanda Craft, of your staff, to ensure that the questions were understandable, the regulatory basis for the questions was clear, and to determine if the information was previously docketed. On March 28, 2011, Ms. Craft agreed that you would provide a response by May 6,2011.

The request is for the fourth 10-year lSI interval which began on April 1, 2010, and is scheduled to end on March 31, 2020.

The U.S. Nuclear Regulatory Commission staff has reviewed the information provided by the licensee in request RR-04-04 and has determined that the following additional information is needed in order to complete the review.

1. The descriptions for piping segments M2-15 through M2-33 differ from those in the previous Relief Request dated August 17, 2006 (ADAMS Accession Number ML062400421). Piping segments M2-15 through M2-17 of the previous Relief Request are missing from the current Relief Request. Confirm the correct descriptions, Segment Boundaries and Component Groups for piping segments M2-15 through M2-33.
2. Segment M2-14 of the current Relief Request, PZR [pressurizer] Relief Line Vent, has different Segment Boundaries (2-RC-050 to 2-RC-051) than it had in the previous Relief Request dated August 17, 2006, (2-RC-021 to 2-RC-421). Confirm the correct Segment Boundaries.
3. Code Case N-731, "Alternative Class 1 System Leakage Test Pressure RequirementsSection XI, Class 1," was accepted for use in Regulatory Guide 1.147, Revision 16, in October 2010. Do the Component Group 2 segments (low-pressure safety injection headers) meet the requirements of Code Case N-731?
