Subject:
Fifth Ten-Year Inservice Test Program for Safety-Related Pumps and Valves, dated September 11, 2009.
On September 11, 2009 R.E. Ginna Nuclear Power Plant, LLC (Ginna LLC) submitted the fifth ten-year Inservice Test Program for safety-related pumps and valves (Reference 1). Within the referenced letter, Ginna LLC submitted a number of requests for relief from the provisions of 10 CFR 50.55a. One of the requests for relief, GR-0 1, was associated with reactor coolant system (RCS) pressure isolation valve (PIV) leakage testing.
As part of the staff review of the GR-0 1 relief request it was noted that the Ginna Technical Specification LCO (3.4.14) and associated Bases could be further clarified to address prior NRC approval of testing of specific check valve pairs as a single isolation valve. Attachment 1 provides the regulatory commitments associated with these clarifications.

Any other statements made in this licensing submittal are provided for informational purposes only and are not to be considered regulatory commitments. COMMITMENT COMPLETION DATE The Technical Specification April 30, 2010 Bases for SR 3.4.14.2 will be clarified to clearly state that the NRC staff has previously approved testing check valve pairs as a single valve.
