Dear Mr. Christian:

By letter dated July 13, 2007,1 as supplemented by additional letters, 2 Dominion Nuclear Connecticut, Inc. (DNC), licensee of Millstone Power Station, Unit 3 (MPS3), submitted the application, "Dominion Nuclear Connecticut, Inc., Millstone Power Station Unit 3, License Amendment Request, Stretch Power Uprate," to the U.S. Nuclear Regulatory Commission (NRC).

The proposed license amendment would allow an increase in the maximum authorized power level from the current licensed thermal power level of 3,411 megawatts thermal (MWt) to 3,650 MWt, and make changes to the facility operating license and technical specifications, as necessary, to support operation at the stretch power level, which is an increase of approximately 7 percent. The proposed increase in power level is considered a stretch power uprate (SPU).

FO,IA TIO N Enclosed is the draft safety evaluation (SE) that the NRC staff has prepared to support the proposed MPS3 SPU license amendment. The draft SE is being withheld from public disclosure, because it may contain proprietary information pursuant to Title 10 of the Code of Federal Regulations Section 2.390. The staff requests that DNC provide comments regarding the proprietary content in the draft SE. The boilerplate time frame that the NRC staff uses for planning purposes is 2 weeks. Comments may also be provided regarding the factual accuracy of the information in the draft SE.

The response time frame was discussed with Mr. Ron Thomas of your staff on June 11, 2008, and DNC will provide comments regarding the proprietary content in the draft SE by July 7, 2008. The schedule was discussed in previous letters dated March 28, 2008, and April 23, 2008 (ADAMS Accession Nos. ML080460620 and ML081080024, respectively).
