SUMMARY
OF FEBRUARY 19, 2008, MEETING WITH OMAHA PUBLIC POWER DISTRICT ON DRY FUEL STORAGE AT THE FORT CALHOUN STATION On February 19, 2008, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Omaha Public Power District (OPPD) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's plans for uprating the auxiliary building and crane for a 100-ton spent fuel cask at the Fort Calhoun Station. The notice for the meeting was issued on January 31, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML080300123).
The licensee summarized the prior NRC interactions leading up to this meeting, discussed the status of their current plans, and highlighted the key issues and schedules for completion. Of particular importance was the NRC-approved exemption in June 2006 allowing OPPD to load four canisters as part of the Phase 1 campaign. In October 2006, the NRC staff determined that the Transnuclear, Inc. (TN) evaluation per Section 72.48, Changes, tests, and experiments, of Title 10 of the Code of Federal Regulations (10 CFR) was invalid. OPPD is currently pursuing parallel paths for completing the Phase 2 spent fuel loading campaign. The parallel paths include:

Approval of the TN 75-ton cask design: In April 2007, TN submitted a request to NRC for approval of the certificate of compliance for use of the light weight transfer cask. OPPD met with NRC in September 2007. The NRC issued a letter to OPPD on October 9, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML072780050), regarding the licensees contingency plan to use the lightweight 75-ton TN cask. On October 22, 2007, the NRC issued a request for additional information (RAI) to TN for review of Amendment 11 to the Standard NUHOMS storage system (ADAMS Accession No. ML072980876). TN met with the NRC in November 2007 to clarify the RAI. TN submitted its responses to the RAI in a letter dated December 21, 2007 (ADAMS Accession No. ML080020420).

Uprating the auxiliary building and crane: The licensee discussed plans to uprate the auxiliary building and crane to use the standard transfer cask OS197. The licensee believes that the auxiliary building and crane uprates can be made in accordance with 10 CFR 50.59, Changes, tests, and experiments, and that no license amendment will be needed. On February 6, 2008, OPPD contracted for crane equipment delivery in November 2008. The licensee expects to complete negotiations for the installation contract in August 2008. Installation is scheduled
to be completed by January 31, 2009. Issues include procuring a new hook and lower block, modifying the crane gear and wire rope, and securing transfer trailer availability.
OPPD stated that they must transfer fuel prior to new fuel receipt in the fall of 2009. The licensee is benchmarking their crane modifications against industry operating experience at other nuclear power plants. When complete, the auxiliary building and crane are expected to have a 106-ton capacity. The licensee stated that NRC approval of the Amendment 11 by January 2009 would support OPPD contingency needs for fuel loading. The licensee plans to load six canisters during the Phase II campaign.
The NRC staff noted that responses to certain RAI questions on TN Amendment 10 remain open and suggested that a second RAI may be needed. The NRC advised the licensee and TN representatives that Amendments 10 and 11 will be reviewed for overlap but that the staff would work to meet the January 2009 date. The NRC requested that the licensee keep the NRC resident inspectors informed on their progress in completing their 10 CFR 50.59 evaluation.
