SUMMARY
OF FEBRUARY 28, 2008, CATEGORY 1 PRE-APPLICATION MEETING WITH NUCLEAR MANAGEMENT COMPANY, LLC (NMC),
REGARDING LICENSE TRANSFER APPLICATION (TAC NOS. MD8060, MD8061 AND MD8062)
On February 28, 2008, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Nuclear Management Company, LLC (NMC), at NRC Headquarters, Executive Boulevard Building, 6003 Executive Boulevard, Rockville, MD 20852.
The purpose of the meeting was to discuss the proposed license transfer from Nuclear Management Company, LLC (NMC) to Northern States Power Company, a Minnesota Corporation (NSPM). Licensee representatives did not provide any handout material.
NMC is planning to submit this application by the end of March 2008. During the meeting, the licensee presented the structural layout of the new organization and the details of the proposed transfer. The proposed transfer is a direct transfer from NMC, who is the current operator, to the new operator NSPM for the following nuclear facilities:

Monticello Nuclear Generating Plant (MNGP)
(2)
Prairie Island Nuclear Generating Plant (PINGP), Unit 1 and 2 (3)
Prairie Island Independent Spent Fuel Storage Installation (PINGP ISFSI)
As a result of this transfer, NMC and the Northern States Power Nuclear Corporation (an intermediate corporation), will be dissolved to establish NSPM, as the new operator. The plant personnel currently working for NMC will move to the new organization, thus maintaining the same technical qualifications.
The discussion during the meeting involved major topics such as: (1) indemnity agreement; (2) required review time; (3) financial qualification; and (4) no significant hazards consideration.
Licensee representatives appreciated the feedback provided by the staff and stated that they would be sensitive to the NRC staffs concerns during the review cycle.
No areas of major concern were identified by meeting participants. However, participants agreed that follow-up discussions may be needed for some of the above topics.
Members of the public were not in attendance. Public Meeting Feedback forms were available but were not used by any of the participants.
