PALISADES PLANT - REVIEW OF THE STEAM GENERATOR TUBE INSERVICE INSPECTION REPORT FOR THE PALISADES NUCLEAR PLANT REFUELING OUTAGE IN 2006 (TAC NO. MD5391)
Dear Sir or Madam:
By letters dated April 26, 2006 (Agencywide Document Access and Management System (ADAMS) Accession No. ML061160510), April 11, 2007 (ADAMS Accession No. ML071090247), and June 19, 2007 (ADAMS Accession No. ML071780216), Entergy Nuclear Operations, Inc. (the licensee) submitted steam generator (SG) tube inspection results from the 2006 inspections at the Palisades Nuclear Plant. The licensee also provided information regarding the SG inspections in a letter dated November 20, 2007 (ADAMS Accession No. ML073241330). Additionally, the U.S. Nuclear Regulatory Commission (NRC) staff summarized three conference calls held with the licensee, concerning the 2006 SG tube inspections, in a letter dated September 22, 2006 (ADAMS Accession No. ML062560069).
The NRC staff has completed its review of these reports and concludes that the licensee provided the information required by their technical specifications and that no additional follow up is required at this time. The staffs review of the reports is enclosed.

Palisades Nuclear Plant has two Combustion Engineering Model 2530 replacement SGs. Each SG has 8,219 mill-annealed, Alloy 600 tubes. The tubes have an outside diameter of 0.75 inches, and a wall thickness of 0.042 inches. Stainless steel, eggcrate, lattice-type tube supports, diagonal straps, and vertical straps support the tubes at various locations. The tubes were expanded through the full depth of the tubesheet using an explosive process.
The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (e.g.,
tube plugging) taken in response to the inspection findings.
After review of the information provided by the licensee, the NRC staff has the following comments/observations:
The licensee left parts in service, but the parts are small (i.e., present no threat to tube integrity) or have been tracked for several cycles with no evidence of tube wear.
The licensee has concluded circumferential outside diameter stress corrosion cracking (ODSCC) at dents and dings is non-relevant since conditions conducive to circumferential ODSCC are not present in the Palisades SGs. Also, axial and circumferential primary water stress corrosion cracking at dents and dings greater than five volts is non-relevant, since the support structures are fabricated from stainless steel, and thus cannot experience denting in the classical sense (i.e., due to carbon steel corrosion resulting in magnetite formation sufficient to deform the tube).
Based on a review of the information provided by the licensee, the staff concludes that the licensee provided the information required by their technical specifications. The SG tube inspections at Palisades Nuclear Plant appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
