Ashley -.Oyster Creek final SER talking poi.nts.wpd Page 1 Oyster Creek Generating Station License Renewal Application - Key Messages The final Safety Evaluation Report (SER) was approved on March 30, 2007. It has been added to the ADAMS document control system and will be made publicly available.
The SER represents another aspect of the overall license renewal process. The process includes: audits, inspections, public meetings, evaluations by the Advisory Committee on Reactor Safeguards (ACRS) and Environmental Impact reviews and audits.
The Application for License Renewal was received on July 22, 2005. The review and evaluation of that application has continued to this date. This SER completes the staff's safety review of the application.
The next step will continue with the hearing process that is being conducted by the Atomic Safety and Licensing Board (ASLB), which must be completed before a decision can be made on license renewal.
According to the original project schedule, the 22 month process will end on May 22, 2007. Should the ASLB rule that a hearing is required the schedule will move the decision date to the 30 month process which would end on January 22, 2008.
Final safety evaluation modifies the updated SER issued in December 2006 by incorporating the insights and suggestions from the ACRS subcommittee and full committee meetings, including four additional license conditions. It also clarifies and expands on technical discussion presented in the previous safety evaluation.
This safety evaluation includes four new license conditions pertaining to performing drywell shell inspections, monitoring drywell trenches, requiring a 3D analysis to be performed and evaluating refueling cavity liner leakage.
The NRC staff has expended approximately 12,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> on reviews, on-site audits and direct inspection of the safety aspects of the Oyster Creek license renewal application and about 4,300 hours0.00347 days <br />0.0833 hours <br />4.960317e-4 weeks <br />1.1415e-4 months <br /> to our environmental assessment of the application. Well over 100 individuals, including both NRC staffers and contractors, have been involved in the review.
In addition, the staff has issued 128 formal requests for additional information to AmerGen, the plant's operator, and carefully reviewed the responses to ensure we have the most accurate understanding of how the company is addressing important technical issues in reaching associated technical conclusions.
