STEAM GENERATOR BATWING DESIGN ISSUE WATERFORD STEAM ELECTRIC STATION, UNIT 3 MARCH 22, 2007

Background

During the 2005 refueling outage, inspections showed two tube support bar assemblies (batwings) were no longer attached properly in the stay cavity region of one of Waterfords steam generators (SG2). An operational assessment was made that concluded that the SGs could operate for at least one fuel cycle of operation without excessive tube wear occurring.

During the 2006 refueling outage, inspections showed that a number of batwings in the stay cavity region of SG2 experienced significant deformations. In addition, it was determined that the batwing-to-wrap-around-bar attachment welds, located at the upper attachment point on the periphery of the SG tube bundle, were not per-design in SG2 and that two of the batwing-to-wrap-around-bar welds had failed. The Waterford licensee provided a number of commitments that it and the NRC considered necessary in order to support continued safe operation. One of the commitments was to meet with the Nuclear Regulatory Commission in the spring of 2007 to discuss operational SG performance and plans for a midcycle outage.
