SUMMARY

OF SCOPING MEETING HELD IN SUPPORT OF THE ENVIRONMENTAL REVIEW FOR THE ST. LUCIE PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION On Wednesday, April 3, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff held public environmental scoping meetings in the Port St. Lucie City Hall, Port St. Lucie, Florida. The public meetings were held in support of the staffs review of the application submitted by Florida Power and Light Co. (FPL) for renewal of the operating licenses for St. Lucie Plant, Units 1 and 2 (St. Lucie). Afternoon and evening meetings were held to allow maximum public attendance. Presentations were made by Mr. Noel Dudley and Dr. Michael Masnik of the NRC staff. Attachments 1 and 2 are the corrected transcripts for the afternoon and evening meetings, respectively. Attachment 3a is the NRC staff presentation slides for both meetings.

Attachments 3b and 3c are additional material provided by members of the public for inclusion in the meeting record. Attachment 4 is a combined list of attendees for both meetings. Not all members of the public attending the meeting provided their name and affiliation. Consequently, not everyone that attended is included in the list of attendees.

The purpose of the meetings was to provide the public with an opportunity to participate in the environmental scoping process by providing comments on any issues that it thought the NRC staff should consider while preparing a plant-specific supplement to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437) for St. Lucie. Each meeting was preceded by a 1-hour open house to provide members of the public with an opportunity to talk to the staff in a less formal setting. The staff presentations in the meetings outlined the overall NRC license renewal review, provided a description of the National Environmental Policy Act review process, and addressed how these activities would be implemented during the St. Lucie license renewal review.

After the presentations by the NRC staff, members of the public were invited to provide comments. Officials from FPL were also provided an opportunity to address the audience and comment on the environmental report that was submitted as part of the license renewal application. Approximately 40-50 people attended each session with over 22 persons making comments. Attendees included representatives of the NRC staff, FPL, local government officials, special interest groups, and other members of the public.
