TENNESSEE VALLEY AUTHORITY - EMERGENCY PREPAREDNESS DEPARTMENT PROCEDURE REVISIONS In accordance with the requirements of Title 10 of the Code of Federal Regulations (CFR) 50.54(q) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP) for Browns Ferry, Sequoyah, and Watts Bar nuclear plants. The affected document is the Emergency Preparedness Department Procedure (EPDP) listed below.

U.S. Nuclear Regulatory Commission CNL-21-087 Page 2 November 3, 2021 Description of Changes and Summary of Analysis EPDP-3 TVA revised this EPDP as follows:

Section 3.2.A.2.c, added Scenario Template to the title and updated the title of the reference. Also, added (5) which states the controller package should include all accident assessment assumptions for which credit is to be taken. This action may include acceptable alternate paths identified during scenario development.

Section 3.2.A.5, added (c) which states that drill and exercise performance (DEP) performance indicator opportunities should be evaluated utilizing guidance in EPDP-11, Emergency Preparedness Performance Indicators.

Section 3.2.A.5.h, added two sentences comparing actual DEP to expected DEP, particularly focusing on functions associated with risk significant planning standards.

Scenario Template. Also, added a statement to Opportunities concerning acceptable alternate paths for evaluation of risk significant planning standards and added Accident Assessment under Opportunities.

The above changes were evaluated in accordance with 10 CFR 50.54(q)(3) and 10 CFR 72.44(f). TVA determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
