TENNESSEE VALLEY AUTHORITY - EMERGENCY PLAN IMPLEMENTING PROCEDURE AND EMERGENCY PREPAREDNESS DEPARTMENT PROCEDURE REVISIONS In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP). The affected documents are the Central Emergency Control Center (CECC) Emergency Plan Implementing Procedure (EPIP) and Emergency Preparedness Department Procedure (EPDP) named below.

U.S. Nuclear Regulatory Commission CNL-17-092 Page 2 July 7, 2017 Description of Changes and Summary of Analysis CECC EPIP-21, "Emergency Duty Officer Procedure for Notification of Unusual Event, Alert, Site Area Emergency, and General Emergency," was revised to designate the records produced by the procedure as non-QA Records.
EPDP-3, "Emergency Plan Exercises and Preparedness Drills," was revised to add new responsibilities for the EP Drills and Exercises Program Manager, Site EP Manager, and Site Development Team Lead. Additionally, the requirements for specific drills to be conducted during a Graded Exercise were annotated, and an objective was divided into two objectives to provide more granularity when evaluating the objective. Other procedure changes include updates to the drill history, terminology updates, and other minor/editorial changes.
These changes were evaluated in accordance with 10 CFR 50.54(q)(3). It was determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 1 O CFR 50 and the planning standards of 1 O CFR 50.47(b).
