Letter from TVA to NRC, CNL-15-170, "Responses to NRC Audit Review Questions for Watts Bar Nuclear Plant Unit 1 Essential Raw Cooling Water and Component Cooling Water System License Amendment Request," dated August 28, 2015(ML15243A044)

By letter dated August 28, 2015 (Reference), Tennessee Valley Authority (TVA) submitted a response to Nuclear Regulatory Commission (NRC) questions pertaining to a license amendment request for Watts Bar Nuclear Plant (WBN) Unit 1 associated with the Emergency Raw Cooling Water and Component Cooling Water systems. In a teleconference on September 11, 2015, the NRC staff raised a question regarding the Reference submittal. The purpose of this letter is to respond to the NRC staff question from the September 11, 2015 teleconference regarding dual unit shutdown.

To address the NRC staff question, the following caution statement will be added to certain TVA documents and procedures:

"CAUTION: Both Units shall not be placed in Hot Shutdown simultaneously."

Specifically, the caution statement will be added to the WBN System Description Document WBN-SSD-N3-70-4002, "Component Cooling System," and to the WBN General Operating Instructions 1-G0-6 and 2-G0-6, "Unit Shutdown from Hot Standby to Cold Shutdown." The instructions will be revised prior to initial Mode 4 entry of WBN Unit 2.
