10 CFR Part 50 Appendix B, Criterion III, Design Control, required, in part, that measures shall be established to assure that applicable regulatory requirements and the design basis for safety related structures, systems and components, are correctly translated into specifications, drawings, procedures, and instructions. Contrary to the above, from original construction to February 2010, the licensee failed to translate the minimum
weld size for hot leg Resistance Temperature Detector
seal welds into system drawings or
weld process control sheets. The inspectors determined that the violation was of very low significance (Green), as the system leakage would be limited to less than normal makeup capability by the threaded joint which provided the structural integrity of the Resistance Temperature Detector assembly. This issue was documented in the licensees corrective action program as
PIP C-10-1020.
